The Pennsylvania State University (PSU) at University Park, a major public land-grant research university with research activity exceeding $900 million annually, invites applications and nominations for a 48-week appointment as Director of the Animal Resource Program, and the Attending/Institutional Veterinarian, reporting to the Vice President for Research. The position carries an academic appointment, determined as commensurate with qualifications and experience in the Department of Veterinary and Biomedical Sciences, College of Agricultural Sciences. Program Description: The Animal Resource Program (ARP) is an interdisciplinary research support program that provides animal care and veterinary support to over 20 departments, 5 colleges, and approximately 500 investigative staff. The ARP manages the space and animal care in twelve campus laboratory animal facilities including gnotobiotic and ABSL-3 facilities, and provides veterinary oversight for laboratory animals, agricultural animals, and wildlife, at University Park as well as several outlying campuses. The ARP has a staff of 30 including 4 veterinarians. All animal facilities associated with the University Park campus are fully AAALAC accredited. The University Park campus is located within the beautiful Appalachian Mountains of central Pennsylvania. The area is popular for its mountains, parks, streams, and superb sports and recreational opportunities. State College has an excellent educational system and offers many cultural events. Responsibilities: Provide continued leadership and vision in planning, coordinating, and oversight of the ARP, including fiscal management, accounting, cost analyses, and establishing rates for animal care. Develop and implement efficient business operations, oversee the purchase of animals, equipment, supplies and services. Participate in developing plans for remodeling or building new laboratory animal facilities, attend planning meetings and workshops. Pursue external funding to support the infrastructure of the ARP and biomedical research community as appropriate. Supervise and support ARP veterinarians and staff members, conduct performance reviews, schedule assignments, and oversee the animal husbandry and veterinary care components of the program. Assist with optimizing the physical environment of laboratory animals by advising on proper feeding, care and husbandry, environmental enrichment, and transportation of animals. Ensure that adequate training opportunities are provided for investigators, students, animal care and ancillary staff in animal handling and safety, as well as basic sampling and research methods. Provide general information and research support service to animal users such as consultation on grant proposals and budgets, development of animal models and design of experiments, appropriate animal numbers, housing and husbandry. Prepare grant proposals, conduct research, offer seminars, conduct clinical rounds, and necropsy animals when necessary, teach courses as applicable. Work closely with Colleges and Institutes to develop and implement a University strategy for enhancing research productivity, recruiting faculty, and acquiring external funding for animal research. Serve on the Institutional Animal Care and Use Committee (IACUC) and other committees as appropriate. Advise the Penn State administration and IACUC on national, state, and local animal care and use policies and procedures. Work with the Office for Research Protections to ensure compliance with all applicable laws, regulations, and standards concerning the animal care program. Assist with USDA, OLAW, CDC, and AAALAC site visits, audits, and other inspections or reviews as the need arises to ensure the ARP meets or exceeds all regulatory and animal welfare requirements. Serve as a representative for Penn State to biomedical research organizations such as the Pennsylvania Society for Biomedical Research, Americans for Medical Progress, and the Foundation for Biomedical Research. Qualifications: The successful candidate will be a graduate of a college of veterinary medicine accredited by the American Veterinary Medicine Association (AVMA), boarded by the American College of Laboratory Animal Medicine (ACLAM), and have at least five years' experience in program management. In addition, a Ph.D. with research experience in a related field is preferred. Excellent communication skills, and a demonstrated record of scholarly activity if an academic position is sought.
