ASSISTANT DIRECTOR - EOP&S/CARE - 1.0 FTE - 12 month - Categorically funded, position contingent upon Board approval and continued funding.

Job Description:
BASIC FUNCTION: Under the direction of the Dean of Student Services, or designee, the Assistant Director, EOP&S/CARE is responsible for the management and supervision of the daily operation of the EOP&S/CARE programs. Major duties include coordinating, planning, developing and implementing program objectives in compliance with Title 5/Ed. Code and internal policies and procedures. The incumbent will be responsible for evaluating assigned classified staff, ensuring proper training in their areas of responsibility. Additionally, the incumbent will coordinate assigned activities; assist in program development, research, and coordination; assist in preparing reports and budgets; and maintain confidentiality regarding all matters and records.

Essential Duties Summary:

The EOP&S/CARE Assistant Director will provide administrative leadership and direction to all college sites. Under the direction of the designated college administrator, will plan and implement the effective delivery of services to program participants through innovative support approaches to enhance completion of students’ educational goals.

Will also plan, implement and recommend goals to achieve the strategic direction of the College and the District, including the programs’ objectives for growth. Incumbent will also interpret and exercise good judgment in the application and follow through of departmental decisions and college policies; provide information on college policies, procedures, standards and requirements; establish and maintain good public relations with staff, students, and the community at large.


• Administer special programs

• Lead and supervise the operation of the EOP&S/CARE programs.

• Assist in the development, implementation, evaluation of assigned program services and procedures.

• Interpret and implement Board policies and applicable requirements of Title 5 and Education Code as it applies to the EOP&S and CARE programs.

• Insure the integrity of all student records, including all supporting documentation required by the California Community College Chancellor’s Office (educational plan, financial aid information, and program eligibility).

• Develop and prepare a variety of documents, forms and procedures, which may also include, but is not limited to: statistical reports, brochures, pamphlets and flyer, newsletter, agendas, manuals, event programs, invitation flyers, program brochures, and posters.

• Collaborate with program counselors and staff.

• Prepare, monitor and reconcile programs’ budgets, working closely with Business Office staff.

• Support the program review process and the development and implementation of Department Student Learning Outcomes (SLOs), including assessment methods.

• Prepare reports, maintain a recordkeeping system for necessary data that will satisfy the needs of internal evaluations and audits; ensure accurate and timely MIS data entry and reconciliation.

• Participate in outreach and recruitment efforts, ensuring program compliance and close monitoring of student eligibility.

• Collaborate with EOP&S/CARE Counselors, develop and implement mechanisms and approaches to increase student retention and educational completion.

• Oversees EOP&S/CARE Advisory Committee meetings, reviews membership, and ensures meetings are held as required and functions appropriately.

• Coordinate visits to high schools and other community based organizations for the purpose of recruiting potential EOP&S and CARE students; ensure outreach and recruitment goals are met.

• Plan and coordinate student orientations and monthly meetings and workshops in close collaboration with EOP&S/CARE counselors and staff.

• Coordinate EOP&S special events, including graduation and engagement activities.

• Plan and facilitate working relations with Colleges and District departments and staff for successful EOP&S/CARE programs and services.

• Act as an advocate for the EOP&S/CARE programs and the needs of their student population.

• Serve on appropriate committees and attend state meetings and workshops or conferences as required.

• Perform related duties as assigned.

• Have sensitivity to and understanding of the diverse and underrepresented, low-income, academic, socioeconomic, cultural, disability, and ethnic backgrounds of the community college students.


• Planning, organizing and directing the services of the EOP&S/CARE office.

• Understand and apply FERPA, Title 5, state regulations, policies and procedures.

• Supervise assigned staff, assign workload and provide staff training as required.

• Demonstrate sensitivity to the needs of underrepresented, low-income students.

• Apply interpersonal skills using tact, patience and courtesy.

Required Qualifications:
The minimum qualifications for service as an Assistant Director for EOP&S/CARE shall be any combination equivalent to:



(1) Bachelor’s degree or equivalent from an accredited college or university;


(2) Three (3) years of increasingly responsible experience in student services or in a related field, including one year experience in a lead or supervisory capacity;


(3) Sensitivity and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic background of community college students and the student population served by EOP&S and CARE.

Desired/Preferred Qualifications:
• Bilingual, Spanish and English competence (desirable qualification)

• Prior experience working with high school and college students

• Knowledge of federal and state financial aid programs

• Knowledge of enrollment and retention

• Previous experience in a community college or educational system

• Social media and marketing experience

Range/Step: Range 28, Management Salary Schedule

Salary Range: $77,688 - $90,003/YR.

Benefits Information:
PART-TIME (less than .60 FTE): Part-time positions less than .60 FTE are not entitled to any District paid fringe benefits. The District does however; provide the employee prorated leaves including vacation, sick leave and paid holidays. Employees less than .50 FTE contribute to an Alternative Retirement System (Apple). Employees whose, FTE is between .50 and .60 contribute to the California Public Employees Retirement System (CalPERS).

BENEFITS/SALARY: The District offers a comprehensive benefits package for employees and dependents for positions whose FTE is .60 or higher, valued at over $24,000 annually with no out of pocket expense to employees + dependents for their monthly medical premiums. The package includes health, dental, vision, one (2) life insurance policies and an Employee Assistance program. Additional benefits include contributions to the Public Employee’s Retirement System (PERS) which is integrated with Social Security, 457/403b options, 22 Vacation days , 12 days of sick days, use or lose days and 19 holidays.

SALARY: $77, 688/yr – $90,003/yr. Range 28, Management Salary Schedule, initial placement will not be higher than Step 5 of the salary schedule. The top step for this position is $104, 419/YR.
