Associate Vice Chancellor Resource Management
Brief Summary of Work for this Position
The Associate Vice Chancellor-Academic Affairs Resource Management (AVC-AARM) serves as the chief human resources and financial/business officer of the Academic Affairs division, encompassing a $225M+ operating budget and well over 1,000 employees. As such, the AVC-AARM is a primary counselor to and may represent the Provost in university resource (financial and human) allocation planning within the division and at the university level. This position is a subject matter expert on these topics. The AVC-AARM is also required to ensure that practices and tools are developed and effectively communicated to any and all levels of the division to ensure compliance with policies, the efficient management of resources, and scenario planning for existing and/or new initiatives. This position works closely with the Vice Chancellor of Business Affairs office as well as the Budget Office.
Directly and through delegation to the AARM team, this position has divisional oversight for the execution of several budget and allocation processes, including enrollment growth, special funds, research and F&A, tuition and fee rate proposals, discretionary and budgeted trust funds, personnel raise pools, capital planning, and auxiliary activities. This also includes the regular analysis of financial and human resource management across the division.
The position is responsible for defining and interpreting key personnel policies within the division, especially around faculty and EHRA hiring, promotion, compensation, and other matters. This position works closely with University Office of Human Resources.
The AVC-AARM supervises a team supporting three key areas/direct reports:
- Business/HR support: Assistant Director, AARM Business
- Faculty/EHRA Personnel: AARM Personnel Specialist
- Analytics and Planning: Senior Business Officer
- A post-baccalaureate degree in business administration (MBA), public administration (MPA), non-profit or higher education management or a related field from an accredited academic institution.
- Five years of experience in business, financial, or administrative management at a non-profit or higher education institution, including familiarity with fund-based accounting concepts
- Three years supervisory experience

- Knowledge of and experience with ERP software and basic concepts of reporting from ERPs (defining user requirements, comprehending system configuration, effectively interpreting and communicating report results)

Preferred formal education, professional skills and work experience
- Experience with development of strategic plans and objectives, including defining metrics for evaluation and assessment against goals

- Experience in the development of financial allocation and budget models, ideally on an organization-wide basis
- Familiarity with theoretical budgeting principles and design of allocation models such as responsibility center management, activity based budgeting, zero-based budgeting
Primary purpose of the division, department, and/or grant
Academic Affairs is the primary division responsible for delivering the educational mission of the University of North Carolina Wilmington. Through academic policies and practices consistent with sound research, theory and methods, Academic Affairs provides a wide array of scholarly programs and leadership that embody excellence in teaching, learning, scholarship, and creative work as well as service to local, regional and global communities consistent with the institution’s strategic objectives. The division is comprised of 18 major units (including 4 colleges and 3 major centers) and over 100 departmental units, which represents approximately 75% of a $300M university budget and about 60% of a nearly 1,900 permanent and time-limited employees.
The Academic Affairs Resource Management (“AARM”) Office provides core business support to the Provost and Vice Chancellor for Academic Affairs (“VCAA”) for the financial and human resource management of the division. Key responsibilities of the AARM team include:
- Development and implementation of business and human resources policies and practices within the division, including direction and advice to all AA units as necessary
- Oversight of several divisional budget processes and allocation methodologies, including enrollment growth, new and differential programs, special funds, research and F&A, capital, and auxiliary services
- Direct business and human resource management support for select AA support units (e.g. Community Engagement, Faculty Senate, Military Affairs, Research & Innovation, Graduate College, Admissions, Financial Aid, Registrar, etc.), plus temporary support for any AA unit
- Divisional business performance analysis and planning as well as scenario modeling for business plans and new academic programs
- Managing data and documentation flow for Faculty review, promotion, and tenure processes, including credentialing and oversight of processes and related software
