Job Description:
The Associate Vice President of Human Resources (AVPHR) is essential to the college's work in creating a dynamic and engaged work environment that supports the development and success of all our employees and, as a result, enhances the experience and outcomes for our students. The AVPHR will champion the college's commitment to an inclusive, innovative, and productive workforce through strategic and programmatic management of the human resources function. The AVPHR will utilize creativity, functional-area knowledge, and leadership skills to coordinate and direct a comprehensive human resources program.

Description of Position:
The Associate Vice President of Human Resources (AVPHR) is responsible for building and maintaining a high-performing human resources department that supports the strategic mission of Orange County Community College.

The AVPHR reports to the Vice President of Administration and Finance and is a key member of the president's cabinet. The AVPHR serves as the strategic human resources advisor and plans, manages, and administers all human resources functions. The AVPHR coordinates and partners as needed with the President, Board of Trustees, college staff and departments, and external agencies to ensure compliance with applicable local, state and federal laws and regulations.

The ideal candidate will demonstrate commitment to achieving cultural diversity and equal opportunity; knowledge of human relations processes relative to employment, evaluation, training, and support of employees; knowledge of applicable federal and state laws; knowledge of classification and salary placement theory; ability to work collaboratively with internal (faculty, staff, and student body) and external constituencies; ability to analyze complex issues and relationships and provide direction and advice; ability to counsel employees and supervisors about sensitive and confidential issues related to job performance, complaints, grievances, and other related concerns; and possess excellent oral and written communication skills. The AVP for Human Resources will provide oversight of the staff, budget and operations of the Office of Human Resources and Payroll Departments.

Requirements:
Education Required:
Minimum of a Master's degree in HR, Business Administration, Personnel Administration, Public Administration or closely related field and a minimum of four years of progressively responsible administrative experience in Human Resources as described below.  Or Bachelor's Degree and a minimum of six years of progressively responsible administrative experience in Human Resources as described below.

Experience Required: Progressively responsible administrative experience in Human Resources preferably at a public sector employer or institution of higher education. Progressively responsible administrative experience includes demonstrated supervisory level responsibilities within two of the following areas (at a minimum):  Labor/Employee Relations, Collective Bargaining and Contract Administration, Classified Service, Personnel Administration, Affirmative Action or Training. Knowledge of complex federal, state  and labor laws and regulations, as well as OSHA and workers compensation reporting laws and requirements.

Preferred Knowledge, Skills, Abilities and Worker Characteristics: SPHR or PHR certification; experience in public sector employee/labor relations. Appropriate administrative experience in higher education, preferably in a community college setting. Expertise in, or understanding of, labor relations, collective bargaining and contract administration.
