Humboldt State University seeks an Associate Vice President (AVP) for Faculty Affairs to help drive innovation and high-impact student success efforts across our campus. The AVP oversees implementation of all faculty personnel processes, policies, and procedures; provides counsel and advice to the Provost on all faculty personnel matters; and provides leadership to develop new faculty personnel policies and procedures for the campus. The AVP for Faculty Affairs also oversees the Student Grievance Procedure related to grade or policy dispute.

The AVP for Faculty Affairs reports directly to the Provost and Vice President for Academic Affairs. The AVP serves as a member of the Provost's administrative team to provide leadership for initiatives within the division of Academic Affairs. The AVP understands the mission of the university and the role of Faculty Affairs within that mission.

The AVP for Faculty Affairs is responsible for the interpretation and administration of the Unit 3-faculty and the Unit 11-academic student employee collective bargaining agreements. This includes advising faculty, deans and Provost on the collective bargaining agreements, representing the University in faculty contract disputes, grievances, hearings, reprimands, disciplinary actions, termination actions, union information requests, meet and confers, and other legal disputes involving academic employees.

The AVP for Faculty Affairs is responsible for overseeing faculty recruitment, faculty searches, committee trainings, hiring, and appointment contracts. The Associate Vice President follows policies and the CSU-CFA (California Faculty Association) collective bargaining agreement (CBA) in oversight of retention, tenure, promotion processes, reviewing sabbaticals, leaves without pay, travel requests, faculty and Unit 11 appointments, FERP requests, and all other personnel actions governing faculty and Unit 11 employees.

Duties: The Associate Vice President for Faculty Affairs:

 

  • Works closely with deans, associate deans, and department chairs in matters related to faculty personnel and in interpreting provisions of the CSU-CFA (California Faculty Association) and CSU-UAW (United Auto Workers) collective bargaining agreements (CBA);
  • Provides leadership in helping the University achieve its equity, diversity, and inclusion goals;
  • Provides oversight responsibility for all personnel processes related to academic employees (instructional faculty, librarians, coaches, academic related counselors, and academic-administrators). In addition, oversees personnel processes of Unit 11 employees (teaching associates, graduate assistants, and instructional student assistants);
  • Oversees personnel processes and procedures for faculty unit employees, including, but not limited to: appointment, paid and unpaid leaves (sabbatical, difference-in-pay, professional and personal leaves, sick leave and parental leaves), outside employment, and faculty retirement programs;
  • Delegated authority for temporary faculty appointments and faculty unit additional employment requests;
  • Provides leadership and is proactive in communicating policies, procedures, and contract changes;
  • Works closely with the Human Resources Officer (HRO) and the Executive Director of Diversity, Equity and Inclusion (ODEI) on faculty personnel matters;
  • Serves as an ex officio member of the Faculty Affairs Committee and the Committee on Faculty RTP Criteria and Standards;
  • Provides leadership in assisting, managing and communicating the appointment and compensation changes for faculty, including temporary faculty range elevation;
  • Seeks faculty input and is available to hear faculty concerns;
  • On behalf of the Provost, works with academic deans to determine appropriate faculty staffing patterns, and advises Provost on allocation of faculty positions;
  • Reviews recommendations on personnel actions for approval by the Provost;
  • Maintain knowledge of CSU-wide faculty workload policies and practices and make recommendations for HSU;
  • Oversees recruitment of faculty unit employees and Academic Affairs administrators;
  • Oversees the implementation of policies and procedures for RTP evaluation of faculty, including: performance reviews for reappointment, tenure, and promotion; temporary faculty range elevation; evaluations of temporary, probationary, and tenured faculty; compensation for faculty unit employees, including lecturers;
  • Conducts workshops for faculty unit employees and appropriate administrators on recruitment, the reappointment, tenure, and promotion process, department chair leadership, and other personnel processes, as appropriate;
  • Oversees procedures for the student course evaluation process and participates in recommending changes to the evaluation process;
  • Supervises Academic Personnel Services (APS) staff and oversees Faculty Affairs/APS website and publications;
  • Participates in Faculty Governance as it relates to faculty personnel policies;
  • Coordinates other projects as assigned by the Provost and Vice President for Academic Affairs; and
  • Supervises maintenance of academic personnel records.

    Salary and Benefits: The salary for this position lies within the Administrator IV range, and comes with an excellent benefits package. This is a CSU Management Personnel Plan (MPP) position. Under this plan, incumbents are subject to normal management reviews and serve at the pleasure of the University President.     Minimum Qualifications
  • Appropriate terminal degree, with successful university teaching experience, service, and a record of scholarly/creative activity suitable for a tenured professor faculty appointment in one of the disciplines of the university;
  • Knowledge in the broad spectrum of activities that relate to faculty personnel processes including retention, tenure and promotion (RTP);
  • Knowledge and experience in the area of faculty development and department chair leadership;
  • At least three years of successful administrative experience and ethical leadership at or above the level of department chair or equivalent;
  • Demonstrated ability to work and communicate effectively in a diverse campus community;
  • Demonstrated ability to work successfully with faculty governance;
  • Ability to successfully provide leadership and function effectively on the Provost's leadership team; and
  • Ability to provide leadership and to work collaboratively university-wide to support the mission of the university.

    Preferred Qualifications
  • Successful administrative experience at the college and/or university level;
  • Demonstrated ability to successfully recruit and mentor faculty;
  • Demonstrated ability to supervise and manage office personnel successfully; and
  • Experience in academic personnel administration, policies, and procedures in a collective bargaining environment.

    At the time of appointment, the successful candidate, if not a U.S. citizen, must have authorization from the Bureau of Citizenship and Immigration Services to work in the United States. Evidence of degree(s), including official transcripts are required at time of hire.
