Under the Department of Social Services (DSS) Office of Advocacy and Outreach (OAO), the DSS Mayor’s Action Plan for Neighborhood Safety Outreach team provides public benefits enrollment assistance and ongoing case management support, while expanding access to information and resources for residents in 15 New York City Housing Authority (NYCHA) developments participating in the MAP initiative. MAP is a citywide, interagency initiative coordinated by the Mayor’s Office of Criminal Justice (MOCJ). Since 2014, the MAP initiative has sought to reduce crime through prevention and improved access to essential services at 15 NYCHA developments that together account for 20 percent of crime in all NYCHA developments citywide. 

The Mayor's Action Plan for Neighborhood Safety (MAP-NS) is recruiting for one (1) Administrative Community Relations Specialist NM to function as an Outreach Director, Mayor’s Action Plan for Neighborhood Safety.

Under the direction of the Executive Director of Community Outreach, with very wide latitude for the exercise of independent judgment and decision-making, the Outreach Director is responsible for the overall management of the DSS MAP Outreach team. In 2019, MOCJ will lead a new phase in the MAP initiative which involves redesigning the role of each agency and developing new approaches to improve service delivery and outcomes. The Director will be responsible for evaluating existing services, recommending and implementing improvements, and designing and implementing new strategies and approaches to expand the array of support services to residents in the NYCHA MAP 15 developments and surrounding communities. In addition, the Director will serve as the primary liaison to MOCJ and other MAP partners.

The prime responsibilities of the Outreach Director, Mayor’s Action Plan for Neighborhood Safety are:
•Leads the daily operations of the DSS MAP Outreach team, which provides on-site direct benefits enrollment and information at 15 NYCHA developments throughout the five boroughs.
•Directs the design and implementation of new and innovative strategies to promote enhanced social services in targeted NYCHA developments and the surrounding communities under the citywide MAP initiative, including the expansion of services to prevent evictions, partnerships with community-based organizations, and improved goal-setting and reporting.
•Supervises two Outreach Supervisors and indirectly supervises ten Outreach Specialists responsible for in-person outreach. 
•Oversees all personnel actions for the MAP team, including time and leave, performance monitoring and evaluation, and corrective action, as necessary. Manages the recruitment, selection, and onboarding of new hires.
•Leads Supervisors in ongoing performance assessment and goal-setting exercises. Analyzes weekly field data reports to track performance, assess effectiveness and identify areas for improvement, and set new targets. Designs and implements new data and performance tracking tools.
•Produces monthly and quarterly reports on key indicators and metrics for the DSS Commissioner, the Chief External Affairs Officer, OAO, and/or MOCJ. 
•Serves as the primary DSS-HRA-DHS liaison to the Mayor’s Office of Criminal Justice and other City agencies participating in the MAP initiative, including NYCHA. Represents DSS-HRA-DHS at community meetings and stakeholder forums and at quarterly Neighborhood STAT meetings. 
•Reviews all data reports produced by the Mayor’s Office regarding trends in each development, identifies priorities, and adapts goals and strategies to meet the specific needs of each development.
•Collaborates with HRA programs, including the Homelessness Prevention Administration (HPA) and Family Independence Administration (FIA) to support ongoing benefits enrollment and access at NYCHA developments and to identify and implement operational improvements. 
•Proactively seeks out and establishes new partnerships with other City agencies and community-based organizations. 
•Collaborates with other DSS outreach teams to support event coverage, outreach campaigns, strategies, community partnerships, and messaging. 
•Leads special initiatives and partnerships with other DSS-HRA-DHS programs and other City agencies to address key challenges and implement innovative solutions.

Requirements:
This position requires routine travel to sites throughout the five boroughs. This position may require occasional evening and/or weekend hours.

Preferred Skills: 
• Excellent managerial and supervisory skills.
• Knowledge or experience working with NYCHA residents, social services, and/or public benefits.
• Experience and interest in community outreach and/or organizing.

Additional Information:  Applicants must be in the permanent Administrative Community Relations Specialist Civil Service Title or be permanent in a comparable Administrative title eligible for 6.1.9 title change.

Salary Range: $54,643 - 85,000 (Annual)
