The School of Social Work, as a result of a partnership with the Connecticut Department of Social Services (CT DSS), seeks an experienced UCP 8/eLearning Developer 3. This position is located at the CT DSS Central Office in Hartford, but may require travel to statewide locations. The incumbent leads efforts in and independently analyzes, recommends, develops, and supports innovative instructional solutions to meet a variety of educational needs through the use of appropriate state of the art technology, grounded in sound educational theory and instructional design for adult learners. Incumbents in this position are expected to possess advanced skills and work independently in developing and implementing unique and the most complex technology based for various training settings. Incumbents are expected to utilize an advanced working knowledge of best practices in educational technology, adult learning principles, multicultural education, e-Learning curriculum development, and instructional design principles and practices. Incumbents are expected to assist others supporting instructional design and development, as well as work independently with staff to develop both online courses and specific learning objects. The Developer is expected to act as a project leader, carrying out varied and complex development activities to achieve the objectives and needs of clients by effectively leading various aspects of an assigned project.
DUTIES AND RESPONSIBILITIES
- Works collaboratively with instructional designers and developers to draft the development phase of a unique and complex instructional design plan.
- Leads the development of training courses and/or learning modules using course management software and eLearning technologies to meet strict timelines.
- Interacts with SMEs in planning and determining requirements for curriculum.
- Functions on curriculum teams and independently in the design, development, and testing of instructional materials and asynchronous learning content.
- Contributes to, modifies or develops storyboards; authors and develops e-learning content and blended learning solutions.
- Reviews existing course design for enhancement and modifies content through the use of standing and emerging technologies, applying knowledge of educational theory and best practices in andragogy.
- Determines the feasibility of and develops specialized interactive instructional learning objects.
- Acts as project leader on large development projects (i.e. collaborate with training staff to develop eLearning engagements). Performs staff development on an individual and group basis. Conducts workshops, seminars, and/or other training programs in course design, pedagogy and the relevant and appropriate use of technology.
- Guides other developers in and provides training on new and existing technology, initiatives and department policy to colleagues, faculty and support staff on an individual or group basis.
- On behalf of the Director, evaluates new technologies in the field of education for purchase, considering cost and efficacy implications.
- Manages current agency Learning Management System (LMS), directs support staff assigned to specific system administrative duties and represents agency in statewide meetings.
- Performs related duties as required.
- Master’s degree in a related technical field
- Minimum of four (4) years’ experience in an area of instructional technology, eLearning design and implementation or related field.
- Demonstrated ability to perform all of the following specific production areas:
- Multimedia development including interactive learning objects
- Graphic and visual design skills
- Web design skills including HTML and CSS
- Experience applying ADA or Section 508 compliance standard to web based instruction
- Development of online courses in a learning management setting
- Course development and technology support in a social service setting
- Expertise in the use of eLearning development tools, specifically Articulate Storyline, Adobe Captivate or related authoring tools
- Experience using social learning technologies
- Technology support in a social service setting
- Knowledge of instructional design theory
- Proven technical problem solving skills and attention to detail.
- Excellent interpersonal and communication skills with the emphasis on the diplomatic and effective delivery of information to diverse audiences.
- Experience managing complex projects within and across social service units
- Experience leading staff who perform duties typical to the eLearning Job Class
As this position is funded under an annual contract with the University of Connecticut’s School of Social Work and the Connecticut Department of Social Services, this is a 12-month appointment subject to annual renewal. This position is primarily based in the Connecticut Department of Social Services Hartford location. As a University of Connecticut employee, there is a full benefit package.
