Basic Function:
BASIC FUNCTION
The Vice President of Instruction is responsible for the leadership, planning, organizing, directing, supervising, and the evaluation of the activities of the instructional programs and services for the District, and acts in accordance with District policies and procedures and in compliance with applicable federal and state laws, codes, and regulations.

 

 

 


Under the direction of the Superintendent/President, the Vice President of Instruction, serves as the Chief Instructional Officer of the District and is responsible for educational policy, academic programs and related services, for accreditation processes, advancement of student success and learning, instructional personnel decisions, budget development, enrollment management, fiscal accountability, program and curriculum development, educational centers (extended campus), and the promotion and improvement of teaching and learning.

 

 

 


Exercise independent decision authority within the scope of responsibilities and constraints of law and District policy.

About College of the Desert
College of the Desert is located in Palm Desert, California, the geographic center of the beautiful Coachella Valley. Nestled among the backdrop of the Santa Rosa and San Jacinto mountains in eastern Riverside County, the Coachella Valley is a resort community that offers over 100 golf courses and a wide array of outdoor activities such as tennis, hiking, horseback riding, hot air ballooning, polo, bicycling, rock climbing, and swimming.

 


Founded in 1958, this two-year public college serves over 400,000 residents of eight local cities and the students of the Palm Springs, Desert Sands and Coachella Valley school districts. College of the Desert offers certificates and two-year Associate of Arts and Associate of Science degrees.

 

 


The College served over 15,700 students in the 2016-2017 academic year. COD is a federally recognized Hispanic Serving Institution (HSI), with almost 70% of the student body identifying as Hispanic. The Coachella Valley community recently passed a $577 million bond measure, allowing for College of the Desert to improve its current facilities and expand its campus locations. These improvements and expansion will assist with College of the Desert's goals of providing an education to students inside and outside of the Coachella Valley.

Representative Duties:
GENERAL REPRESENTATIVE DUTIES
The Vice President of Instruction is responsible for leadership, strategic, and educational master plan, organizing, directing, supervising, and the evaluation of the activities of the instructional programs and services for the District. The Vice President fosters an integrated process for planning, budgeting, and analysis; a focus on effective enrollment management; promotion of solid foundational skills, advancement of student success, expansion of student learning outcomes, and effective use of technology for teaching and learning. In a strategic, meaningful, and effective manner, infuses cultural competencies into all aspects of the organization.

 


The Vice President provides opportunities for involvement by staff, as appropriate, in consideration and discussion of the development of policy, procedures, and programs. The leadership, supervision, planning, implementation, and coordination responsibilities entail working with managers, faculty, staff, students, and appropriate committees in a collegial manner to assure that the instructional goals and delivery systems are meeting student-learning needs and are consistent with District goals and objectives. The Vice President functions effectively as a member of an administrative team and works well with and evidence respectful interactions with persons of diverse backgrounds at all levels of the District.





ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Act as chief instructional officer of the District; provide a vision and leadership to guide the District’s academic and related instructional service programs.
  • Foster an environment which encourages innovation, quality instruction and learning excellence.
  • In collaboration with the Vice President of Student Services, provide leadership for the college strategic and educational planning, and program review processes.
  • Collaborate with the Vice President of Student Services in all matters related to the coordination of instructional programs and student services.
  • Provide leadership in accreditation and self-evaluation as the Accreditation Liaison Officer.
  • Provide leadership and support for innovative student learning, student support, and development of programs and processes in support of student success.
  • Provide leadership for development of instructional programs and related support services to meet the needs of underprepared students.
  • In concert with college personnel as appropriate, assist in facilitating the college’s program review process.
  • Provide leadership for the continuing development and assessment of Student Learning Outcomes to meet the educational needs of students.
  • Advocate and promote student success as a basic tenet in the college’s integrated planning, processes, and resource priority setting.
  • Provide for and foster a culture of inquiry and evidence in support for program development and program effectiveness.
  • Promote instructional and student support connections that foster and enhance student success, including the integration of technology into the learning process and the initiation of supplemental learning.
  • In collaboration with the Vice President of Student Services, provide leadership for effective enrollment management strategies, initiatives, and efficiencies.
  • Provide coordination for preparation and development of class schedules, college catalog, and other necessary publications.
  • Promote economic and resource development in support of workforce development and Career Technical Education (CTE) programs and services.
  • In collaboration with the Vice President of Student Services, drive and support the college-wide effort to implement the Guided Pathways framework and the advancement of Distance Learning.
  • Participate in the planning of new facilities for the purpose of instruction.
  • Prepare and submit the annual budget for areas of responsibility, and monitor accountability performance reports.
  • Represent the District to national, state, and local agencies and at various councils, committees, and task forces, as appropriate.
  • Work effectively with community groups, educational entities, business, industry, government and legislative bodies to develop partnerships which result in improved service to the community and students.
  • Function as a member of a team in accordance with the principles and practices outlined in the Management Personnel Plan.
  • As appropriate, provide for the orientation, training, and professional development of administrative, faculty, and staff personnel in areas of responsibility. Supervise, evaluate, assign, discipline, and direct the work of assigned personnel.
  • Participate actively in and supports the College-wide participatory governance components and activities.
  • Assist in identifying resources for development through grants and special projects; coordinates and assist in preparation of project applications for special funding to support student success programs and services.
  • Maintain current knowledge of new developments and innovations in community colleges and higher education in general and serve as an informed and knowledgeable resource for campus-wide efforts.
  • Direct and implements sound fiscal planning. Supervises the preparation and submission of the instructional budget and, upon approval, assumes overall monitoring and implementation responsibility.
  • Assure compliance with all applicable laws, regulations, codes, rules, and restrictions related to assigned instructional programs and activities; assure the highest legal and ethical standards are maintained and communicated.
  • May serve as a chief executive in charge of the District in the absence of the president, as assigned.
  • May serve as primary liaison administrative officer with the Faculty Senate. May participate in and assist with contract negotiations, contract administration, and faculty grievance management.
  • Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files. Prepares and present Board reports.
  • Perform other duties as assigned.

Minimum Qualifications:
MINIMUM QUALIFICATIONS

 

 

  • Master’s degree or higher from an accredited institution, or possession of a California Community College Administrator’s Credential; and
  • Two (2) years of senior level experience is required; and
  • Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds of community college students.

 


Preferred Qualifications:
PREFERRED QUALIFICATIONS

 

 

  • Three (3) years or more professional senior level management experience in an educational institution, preferably in a community college environment
  • Master’s degree in a discipline in an instructional area
  • At least three (3) years of teaching experience at the post-secondary level
  • Possession of an earned doctorate degree
  • Experience in negotiations with employee organizations
  • At least three (3) years of formal training, internship, or leadership experience reasonably related to the administrative assignment.
