Associate Vice President and Controller
The University of Illinois System seeks an Associate Vice President and Controller. This position is a key member of the Vice President/Chief Financial Officer and Comptroller’s executive leadership team and provides executive level administrative leadership, direction and supervision in support of strategic financial management, accounting, and cost monitoring activities, including development and oversight of related policies and procedures. This position is also responsible for planning, developing and implementing adequate system of accounting records, production of financial reports, and a comprehensive set of controls designed to mitigate risks and enhance accuracy of reported financial results; and providing enterprise wide consultation related to accounting procedures, cost control, business and financial processes. With multiple direct reports and a large staff, this individual is a key advisor on fiscal matters to the VP/CFO and other senior administrators and provides oversight for two units: University Accounting and Financial Reporting and University Payables.
1. Providing executive leadership for University and certain University-related Organization accounting and financial reporting services, policies, and guidelines. Provide executive oversight of the offices of University Accounting and Financial Reporting and University Payables.
2. Developing accounting policies and ensuring their system-wide compliance and implementation.
3. Overseeing accounting and financial activities associated with the Banner general ledger, fixed asset and other related accounting applications.
4. Developing financial reports for internal/external purposes and coordinating annual financial audits by external auditors and resolving audit issues.
5. Leading system-wide accounting function to ensure integrity of transactions and accuracy of financial reports.
6. Actively participating in the system-wide budget development process, and associated analysis and reporting.
7. Assisting units across the system with various accounting and financial reporting needs and providing consultation to units on accounting system enhancements, system testing and implementation.
8. Providing consultation, leadership and support to University-Related Organization for accounting, compliance and fiscal control issues.
9. Providing targeted units with consulting services (ranging from brief engagements to extensive management services) on a wide array of accounting, internal control, business and financial processes, coordinating as appropriate with other OBFS units.
10. Providing leadership, in collaboration with relevant senior administrators and University Audits, on matters involving university-wide compliance with the State’s Fiscal Control and Internal Auditing Act.
11. Steering projects or providing critical support on strategic matters with significant accounting and reporting implications to the University, such as in the area of utilities, new operations and other emerging issues.
12. Consulting with various State of Illinois departments and other external groups on accounting and financial reporting matters and developing/implementing compliant accounting activities and representing the interest of the University on related internal and external working groups and committees, as appropriate.
13. Preparing and reviewing documents, analyzing data, and developing financial reporting and accounting for various methods of debt financing.
Candidates must possess a Master’s degree in accounting, business, or related field; CPA certification also required. Other required qualifications include: minimum of 15 years of progressive accounting/financial/budget experience, preferably in higher education or in large a organization with multiple locations; familiarity with FASB or GASB accounting standards and principles; proven leader with experience successfully directing significant change; solid understanding of financial analysis, consolidations, budgeting, and strategic planning; strong systems/technical skills, preferably with exposure to Banner or similar systems; exceptional written and verbal communication skills; excellent relationship building skills and ability to work collaboratively as part of an effective administrative team to reach goals and make decisions; and knowledge of and experience in administering and ensuring compliance with applicable state and federal statutes, regulations and policies related to financial responsibilities.
