The Claremont Colleges Services (TCCS) is the central coordinating and support organization for a highly regarded cluster of seven independent colleges known as The Claremont Colleges. TCCS, with about 300 staff members, provides exceptional shared services to 9,000 students, and almost 3,600 faculty and staff. TCCS staff work in both student-facing services as well as administrative and operational services. Our numerous departments are located throughout The Claremont Colleges campus in the beautiful city of Claremont, California.

ABOUT THE POSITION:

The Electrical Substation Foreman is responsible for the installation, maintenance, repair, and operation of The Claremont Colleges (TCC) electrical substation and related equipment on campus. This position requires a thorough understanding of high-voltage electrical systems, up to 4.16kV, safety protocols, and regulations governing electrical work. The Substation Foreman works closely with other members of the Facilities Management team to ensure the safe and efficient operation of the electrical infrastructure supporting academic and administrative functions.

ESSENTIAL FUNCTIONS
  • Work with TCC and The Claremont College Services (TCCS) Facilities Departments to plan, schedule, and prioritize maintenance activities, outage schedules, and equipment upgrades for the substation and associated electrical systems to minimize disruptions to campus operations.
  • Coordinate with other departments, utility companies, and external contractors to facilitate scheduled maintenance, testing, and repairs of substation equipment.
  • Conduct regular inspections and audits of substation equipment to assess its condition, identify potential issues, and implement corrective actions as needed.
  • Schedule critical and non-critical activities effectively for project success
  • Troubleshoot complex electrical problems in the substation, analyzing root causes and determining appropriate solutions to minimize downtime and ensure reliable operation.
  • Interpret electrical schematics, diagrams, and blueprints to guide the installation, maintenance, and repair of substation equipment. Work closely with electrical engineers to ensure that plans are kept up to date and in compliance.
  • Ensure compliance with all safety procedures, including lockout/tagout, enforce "Claremont College Substation: Substation Entry Procedures", enforce "Claremont College Substation: Jobsite Work Rules for Contractors", and personal protective equipment (PPE) requirements to include arc flash protection, to mitigate risks associated with working on high-voltage equipment. Attend Safety tailboards with contractors, as needed.
  • Maintain accurate records of maintenance activities, equipment inspections, and work performed to comply with regulatory standards and facilitate historical tracking.
  • Collaborate with the Electrical Shop Supervisors and Management to develop long-term maintenance plans, budget proposals, and capital improvement projects related to substation and electrical infrastructure. Maintain the Electric Utility Capital Plan. Work closely with Southern California Edison in the SCE Claremont College 66/4kV Substation and coordinate outages with their Construction Site Representative (CSR).
  • Stay abreast of industry trends, best practices, and regulatory changes affecting high-voltage electrical systems, providing recommendations for continuous improvement and compliance. Work closely with Southern California Edison to ensure TCCS is prepared for any upcoming outages.
  • Participate in emergency response activities, including storm damage repair and power restoration efforts, coordinating resources and directing team members as needed.
  • Foster a culture of safety, professionalism, and accountability by promoting teamwork, strong communication, training, and continuous learning to enhance departmental effectiveness.


QUALIFICATIONS

The following qualifications are required to perform the essential functions of this position, or the individual must be able to demonstrate how the essential functions will be performed (with or without reasonable accommodation) using other qualifications not listed below.

Education and Experience : Minimum of 10+ years of onsite electrical substation construction industry experience. Actual electrical substation construction experience pertaining to project layout, grading, foundations, grounding, fencing, steel erection, equipment, or control buildings preferred.
  • OSHA 10 Certification
  • Experience with relay testing with various equipment and software
  • Familiar with power transformers, high voltage switches, breakers, CT's and PT's


Knowledge, Skills, and Abilities :
  • Proficiency in interpreting electrical drawings, schematics, and technical manuals.
  • Thorough knowledge of electrical codes, regulations, and safety standards applicable to substations and high-voltage equipment related to working around high voltages (69kV).
  • Strong leadership and interpersonal skills, with the ability to motivate and mentor a diverse team of electricians.
  • Excellent organizational and time-management abilities, with the capacity to prioritize tasks and manage multiple projects simultaneously.
  • Flexibility to respond to after-hours emergencies and work overtime as needed.
  • Ability to lift and carry heavy equipment and perform work at heights using appropriate safety measures.
  • Advanced knowledge and demonstrated proficiency in repairing and installing electrical circuitry and equipment.
  • Working knowledge of NEC (National Electrical Code).
  • Ability to read, understand, and work from plans, blueprints, schematics, and drawings of electrical systems.
  • Working knowledge of OSHA and Cal/OSHA safety regulations applicable to electrical trade.
  • Working knowledge of motor control circuits and energy management systems.
  • A demonstrated self-starter, with strong analytic, problem-solving, critical thinking, and research skills.
  • Performance management skills and knowledge of effective methods to coach direct reports.
  • Ability to maintain composure and work professionally in unexpected or difficult situations.
  • Manage multiple priorities and tasks effectively and demonstrate resiliency.
  • Collaborates with superiors, peers, and constituents to build trust and effective and responsive communication.

  • Fluent language skills in English, including the ability to read, write, speak, and comprehend.
  • Strong mathematical skills, including the ability to add, subtract, multiply and divide, determine linear measurements, compute areas and volumes of conventional shapes and forms, and compute approximate weight of objects.
  • General skills with Microsoft Word, Excel, and Outlook.
  • Ability to climb ladders, crawl in attics and under buildings, lift and carry up to 50 pounds unassisted, bend, stoop, work from heights and in tight spaces, and work in uncomfortable positions.
  • Ability to work under all indoors and outdoors weather conditions, including but not limited to hot, cold, and damp.
  • Be able to be contacted by telephone during non-working hours.
  • Be able to wear protective clothing and equipment as required by the tasks being performed.
  • Engage in and promote safe work practices, complying with all applicable OSHA and Cal/OSHA rules.


Other : A valid driver's license and a driving record acceptable to TCC's automobile liability insurance provider.

Preferred Qualifications:
  • Experience in substations (ex. 66kV and higher, preferred)
  • Journeyman or Master Electrician C10 license/certification
  • OSHA 30 Certification
  • Project Management Professional (PMP)®


Work Schedule: The regular hours for this full-time position are 8 a.m. to 5 p.m., Monday through Friday. Must be accessible by telephone 24/7 during non-working hours and may occasionally be required to respond by going onsite. May be required to work holiday, weekend, and/or evening hours. Regular hours may vary due to needs of the organization or business unit.

COMPENSATION

Pay : The monthly salary for this position is competitive and commensurate with the duties, responsibilities, and qualifications required for the position, between $10,833.33 - $12,500.00 per month.
