Job Summary
The Vice President Administrative Services (VPAS) serves as the leader of the Administrative Services team and Chief Financial Officer for the institution. The VPAS serves as a thought partner for setting both short-term and long-term finance and operational strategies. The VPAS engages in a wide range of functions, including developing financial models, managing budgets, administering the college's financial operations, safeguarding the college's assets, the integrity of the resources, and the utilization of these resources. The role has oversight of Facilities and Human Resources Management, Business Services, Auxiliary Services, Contracts, and Public Safety. The VPAS plans, directs, and evaluates administrative functions to meet student, community, and industry needs. The successful candidate has a passion for student success, enjoys working collaboratively and creatively with internal and external stakeholders, has an authentic and appreciative leadership style, values humor, and is driven by a genuine desire to provide excellent service with the goal of student success. This position reports directly to the President and works collaboratively and with positivity as a member of the college executive leadership team to advance the colleges strategic goals and objectives.

Essential Functions
The Vice President Administrative Services is a member of the President's Executive Council and Cabinet. The VPAS oversees Human Resources Management, Auxiliary
Services, Business Services, Facilities, Public Safety, and Contracts departments. The VPAS acts as an advisor to the College President in matters pertaining to those areas in the Maricopa County Community College District. The position leads 6 direct reports, and a staff of 107.
Strategic Planning & Budgeting
Provides leadership for strategic and operational planning; oversees administrative initiatives related to institutional vibrancy and
outcomes; works to attain and exceed Governing Board outcomes related to improving operational efficiency and financial structures to support student learning. Provides
collaborative leadership with the members of the college community, collaborates with Vice Presidents from other Maricopa Community Colleges, as well as the District Office
to develop operational processes and procedures that will affect the system-level strategic transformation; maintains a strong commitment to operational assessment practices, uses data to inform decision making, budgetary planning, as well as facilities and operational planning - to include oversight of property services to lessees which are leased out by Rio Salado College.
Leadership
Oversees the recruitment, supervision, and evaluation of staff within Administrative Services, Business Services, Employee Services, Facilities, and Grants in a manner that promotes excellence, creativity, and service to the college community. Leads strategy, budgeting, planning and resource allocation for respective departments in collaboration with faculty, staff, administrators, and appropriate College councils and committees; engages with Rio's shared governance model.
Collaborative Partnerships
Builds and maintains relationships with the District Office, community partners, universities, and business and industry leaders; the VPAS serves as a member of college and district councils and committees; collaborates with other divisions to design, lead, and support initiatives leveraging community partnerships and business relationships to maximize learning opportunities for all learners.
Minimum Qualifications
Minimum Qualifications for Student Affairs or non-academic pathway: Master's Degree from a regionally accredited institution in education or field related to area of assignment and four years of progressively responsible management and/or leadership experience in field of assignment that includes two years of supervisory experience. Examples of student affairs academic support management/leadership experience includes: program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance. Equivalency allowed for Non-Academic area.

Minimum Qualifications for Academic pathway: Master's Degree in a teaching field related to area(s) of assignment and four years of experience in an academic leadership and/or supervisory role in higher education and three years of teaching that includes curriculum/coursework development. Examples of academic leadership/supervisory experience includes: division/department chair, project management, policy development, administration, evaluation and compliance, committee leadership, program director, and shared governance. No equivalency.
Desired Qualifications
A. Earned Master of Business Administration degree from a regionally accredited post- secondary institution
B. Demonstrated experience with strategic budget planning and implementation.
C. Proven experience at the vice president level at a comprehensive community college
D. Experience in a highly distributed, complex environment with both centralized and decentralized decision-making, especially a multi-campus and/or multi-college
system
E. Proven ability to thrive in a progressive, forward-thinking, high-energy and highly collaborative work environment - a builder of effective teams, strategic thinker, able
to prioritize initiatives, and mentorship
F. Demonstrated knowledge of the trends, challenges, and compliance issues inclusive of Human Resources knowledge
G. Demonstrated expertise in accessing, assimilating, and analyzing information and the use quantitative and qualitative data for decision-making, institutional planning,
and mobilizing resources
H. Demonstrated commitment to developing equitable practices and building inclusive environments for a community of trust
I. Proven ability to work effectively with the College's internal and external constituencies to communicate financial and other information, to ensure appropriate partnership in financial planning, and to enhance the institution's business and financial posture
