System Office
The UNC System Office, located in Raleigh, houses the offices of the president and senior administrative staff for the University. This core administrative staff executes the policies of the UNC Board of Governors and provides Systemwide leadership and support in the areas of academic affairs, business and financial management, communications, strategy and policy, human resources, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates.

The Opportunity
The Vice President for University Finance serves as the leader and manager of staff focused on the system-level financial management of the University. The position works collaboratively with all System Office divisions and the 17 constituent institutions in the UNC System to accomplish strategic University priorities. The position works across functional areas to enhance alignment and effectiveness of system-level financial reporting, planning, and analysis; operating budget development and execution; tuition and fee development; business process compliance; and strategic sourcing activities. The position reports to the Senior Vice President for Budget and Finance (CFO).

The Finance and Administration division works as staff to the Board of Governors, president, and chief operating officer to support the financial management of the UNC System. This includes the areas of budget development and execution, facilities, property, capital construction, debt management, procurement policy, tuition and fee development, efficiency efforts, and analysis of policy changes with a fiscal impact.

The Vice President University Finance will be responsible for the following:

  • UNC System Budget Development and Execution: Provide leadership to the team that works collaboratively with senior officers of UNC System Office and the constituent institutions in planning and developing operating budgets for the University System. This includes supporting the priority setting process undertaken annually by the President and Board of Governors for presentation of operating budget priorities to the General Assembly. This also includes supporting the development and analysis of the constituent institutions’ all-funds budgets.
  • Financial Planning: Provide leadership to the team that conducts financial analyses of the University and facilitates reporting to various internal and external constituencies and oversight bodies. This includes the President, the Board of Governors, the Office of State Budget and Management, the General Assembly, and other interested parties. The position is responsible for ensuring priorities for Finance Datamart (FDM) enhancements are aligned with leadership’s goals and are coordinated with budgeting, financial reporting, and business process compliance activities.
  • Financial Reporting: Provide leadership to promote accurate, timely financial reporting from the 17 constituent institutions. This position is responsible for overseeing changes to the UNC System Chart of Accounts and ensuring it is aligned with leadership priorities. It is also responsible for leading efforts to standardize definitions and business processes where needed to enhance the University’s ability to consistently report and analyze data across institutions.
  • Tuition and Fees: Provide oversight and support to the tuition and fee setting process of the University, ensuring new requests are appropriately vetted and coordinated for presentation to the President and the Board of Governors. This also includes monitoring performance by the constituent institutions with respect to tuition and fee revenue.
  • Business Process Compliance: Provide oversight to the business process compliance function, which focuses on managing financial, operational, and compliance risks within the University. This function is responsible for establishing and maintaining comprehensive standards, policies, and procedures to ensure a strong and effective system of internal control within the University.
  • University Purchasing and Strategic Sourcing: Provide oversight to the University’s efforts to strategically source goods and services in compliant manner that promotes efficiency, and value.

Required Qualifications

  • Master's degree (preferably in business, finance, accounting, or public administration); A relevant bachelor’s degree with 10 or more years of related experience will also be accepted.
  • 7 - 10 years of increasingly responsible experience in business, government, or higher education budgeting and/or finance administration, preferably at a college or university, and ability to effectively analyze and generate financial reports

Preferred Qualifications

  • Experience with budgeting and finance reporting in public higher education; or a substantially similar public sector experience.

The UNC System Office is located in The Dillon, an office tower in the Warehouse District in downtown Raleigh.
