Under the administrative direction of the Superintendent/President, the Assistant Superintendent/Vice President, Student Affairs is responsible for leadership, planning, organizing, supervising, and evaluating all areas of Student Affairs.

Established in 1942, Napa Valley College (NVC) is one of 116 public community colleges in the California Community College system. The college serves students and the community in the following areas: transfer courses, career-technical education and training, basic skills, and self-supporting contract education and community education classes.
Napa Valley College is accredited by the Accrediting Commission for community and Junior colleges, Western Association of Schools and Colleges, an institutional accrediting body recognized by the Council for Higher Education Accreditation and the U.S. Department of Education. Napa Valley College is also designated by the U.S. Department of Education as Hispanic-Serving Institution as it has an enrollment of undergraduate full-time equivalent students that is more than 25 percent (NVC’s Latinx population is over 40 percent).
Napa Valley Community College District covers Napa County and a very small part of Sonoma County and serves students from the surrounding counties. This semi-rural area is located approximately 50 miles northeast of San Francisco. NVC operates on the main campus, located on 161 acres, including a 5-acre working vineyard, just south of downtown Napa, as well as the Upper Valley Campus, 20 miles north of Napa in the town of St. Helena, which opened in fall 1994, bringing educational opportunities closer to home for residents in Calistoga, St. Helena, and surrounding areas, and adding new dimensions to the College curriculum. Napa Valley College recently signed a five-year lease agreement with the City of St. Helena to utilize a portion of the campus for its offices. Additionally, NVC operates a small campus inside American Canyon High School, which serves high school students as well as the community.
NVC has recently broken ground on an on-campus student campus housing project. The River Trail Village at Napa Valley College will provide housing for our diverse students, including veterans, single parents, international students, athletes, families and more. The housing will provide a quality affordable residential community for students and will support college enrollment, as well as college recruitment and retention goals. The River Trail Village is projected to open in fall 2024.
At Napa Valley College, a work group of the Diversity, Equity, and Inclusion Committee is collaborating with the Suscol Intertribal Council to develop a Land Acknowledgement to be institutionalized at the college, and to develop a series of programs and educational opportunities in the spring semester for the college community to engage in learning and self-reflection about our relationship to the first peoples of the lands that we occupy.

This is a full-time educational-administrative position. The salary has an appropriate placement on Range 3 of the current Associate Vice President/Vice President/Assistant Superintendent salary schedule. Initial salary placement is $11,761 to $12,967/month. Placement on the salary schedule is commensurate with experience. The college offers a fringe benefit package including medical, dental, vision, disability and life insurance, employee assistance program, and retirement system membership. Assignment includes 20 paid holidays, 22 vacation days, and 12 days sick leave annually.
DUTIES AND RESPONSIBILITIES
• Acts as college liaison for alumni and student government activities for the purpose of providing information and serving as a resource to others.
• Collaborates with a wide variety of internal and external groups (e.g. department heads, community organizations, regulatory agencies, etc.) for the purpose of implementing program components, creating long and short term plans, and addressing organizational objectives.
• Compiles data from a wide variety of internal and external sources for the purpose of preparing and disseminating the district enrollment reports and ADA projections for the college.
• Coordinates program components (e.g. district marketing plan, student activities, enrollment management, counseling services, high school relations plan, etc.) for the purpose of providing leadership for services which conform to established guidelines.
• Develops, implements, and leads student outreach endeavors (e.g. partnerships building with service area schools and communities, etc.) for the purpose of actively participating in collaborative outreach and efforts and promoting student enrollment, engagement, and retention, particularly those reflective of district’s student demographics.
• Develops program needs based on significant changes in education, current trends, and regulations (e.g. economic feasibility, programs and services for underrepresented groups, use of technology, etc.) for the purpose of evaluating alternatives and developing annual and long-term plans in conjunction with budget development and program management.
• Develops a wide variety of documents and presentation materials, independently and/or through delegation to other personnel (e.g. plans, proposals, policies, budgets, grant opportunities, procedures, forms, etc.) for the purpose of implementing and maintaining services and/or programs.
• Engages in equity efforts for Students of Color, social justice, and inclusivity for the purpose of rooting out racism and inequity through the development of policies and practices.
• Manages day-to-day operations of Student Affairs for the purpose of achieving organizational objectives while complying with established requirements.
• Monitors enrollment and student affairs for the purpose of supervising and evaluating performance objectives in compliance with established operational practices.
• Oversees externally-funded programs for the purpose of supporting student and enrollment services objectives.
• Participates in and provides leadership for committees, department meetings, and district-level activities when appropriate for the purpose of representing Student Affairs and Enrollment Services and the district at local, regional, and state-wide meetings and activities.
• Performs a wide variety of personnel functions (e.g. recruiting, interviewing, training, evaluating, supervising, etc.) for the purpose of assisting in staff selection, maintaining adequate staffing, enhancing personnel productivity, and achieving objectives within budget.
• Recommends solutions to a wide variety of complex issues for the purpose of addressing the operational needs and educational responsibilities of the district.
• Responds to complex and critical reports and inquiries from a wide variety of internal and external sources regarding development, implementation and evaluation of assigned programs for the purpose of identifying relevant issues and recommending or implementing action plans.
• Supports the Superintendent/President, Board, and department administrators for the purpose of developing and implementing services and programs and achieving operational goals.
• Works directly with students, staff, and the Superintendent/President for the purpose of acting as the Student Ombudsperson to resolve identified issues and administer student standards of conduct according to college policy.
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Skills, Knowledge and Abilities
SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: developing and administering budgets; operating standard office equipment including utilizing pertinent software applications; planning and managing multiple projects; preparing and maintaining accurate records; training, developing and supervising staff; and understanding cultural competencies for relationship building with multicultural communities.
KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: pertinent codes, policies, regulations and/or laws; current trends and practices in assigned area; education code; principles of employee development and management; project development, goal attainment and time management; diversity, equity, and inclusion concepts and issues; accounting/bookkeeping principles; and principles of conflict resolution.

Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize a variety of job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is significant. Specific ability based competencies required to satisfactorily perform the functions of the job include: adapting to changing work priorities; dealing with frequent and sustained interruptions; developing and maintaining positive working relationships; facilitating communication between persons with divergent positions; implementing change; maintaining confidentiality; meeting deadlines and schedules; providing direction and leadership; setting priorities; and demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic background of community college students.
Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing major organizational components; supervising the use of funds for multiple departments. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to significantly impact the organization’s services.
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.
One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
Master’s degree from an accredited institution in job-related area.

• Earned Terminal Degree or Doctorate degree from an accredited institution.
• Three (3) years of successful full-time administrative experience (Dean or higher) in accredited institutions or higher education in California.
• Excellent human relations skills, including the ability to establish and maintain a good rapport with program participants, college staff, and faculty.
• Demonstrated experience with student discipline, student rights, protocols, and practices.
• Demonstrated commitment to student success, and experience in building strong student relationships.
• Supervision of student affairs employees.
• Successful recruitment, retention, and support of faculty and staff from diverse backgrounds.
• Understanding and support for emergent student support technologies.
• Experience forming community partnerships for developing youth outreach endeavors.
• Knowledge and proven experience with organizing outreach activities for developing future potential enrollments and that promote diversity.
• Ability to motivate staff to ensure optimum performance and continuous improvement of programs and systems.
• Promotion and support of professional development for faculty, staff, and academic administrators.
• Strategic leadership in the development and implementation of collaborative support programs and initiatives that enhance student success.
• Labor relations and an understanding of the role of faculty in an organization that practices participatory governance and interest-based problem solving.
• Identifying and leading student services programs and support services offered to ensure quality and effectiveness.
• Familiarity with college shared governance.
• Proven experience in serving minority communities.
• Bilingual (English/Spanish).
