Executive Director

Position Summary

The Executive Director and Chief Human Resource Officer reports directly to the Vice President for Finance and Administration and is responsible for directing, planning, administering, and coordinating human resource functions within the areas of employee relations, compensation, benefits, recruitment, onboarding, and training; develops and coordinates procedures to assure implementation of the University’s human resources policies; providing management, supervisory and employee consultations; serving as liaison to the APSU Retirees Association; and performing other related duties as assigned.

Primary Duties and Responsibilities

-Creates and maintains a high performance environment characterized by positive leadership and a strong team orientation.
-Provides management and human resource analysis and reporting to the University community and administration.
-Coordinates the development, update, maintenance, and implementation of the employee compensation plans.
-Recommends all promotions and reclassifications to management.
-Researches, organizes, documents and completes special projects assigned by the vice president for finance and administration.
-Serve as the human resources liaison with external entities.
-Develops, interprets, revises and maintains personnel policies and procedures.
-Serves as advisor to University management on specific human resource problems and concerns.
-Consults with managers on employee relation issues and recommends course of action.
-Develops and administers the human resources budget
-Coordinates departmental goals and objectives to achieve established benchmarks as defined by the University’s strategic plan.
-Directs human resources communications to include communication within the department as well as communication with the campus community.
-Consults with the office of legal affairs as necessary.
-Performs other job-related duties as assigned.

-Ability to efficiently operate a personal computer and associated software (Outlook, Word, Excel, etc.).
-Ability to communicate effectively and appropriately.
-Ability to maintain strict confidentiality of records and information.
-Ability to interact in an effective and appropriate manner with diverse populations, the University community and the public.
-Ability to maintain files accurately, in paper and in software programs.
-Ability to handle multiple tasks simultaneously

Physical Requirements

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Required Minimum Qualifications

-Bachelor’s degree from a regionally accredited institution in human resource management or related field.
-A minimum of five (5) years of progressively responsible human resource management work experience.
-A background and credit history check will be required of the successful applicant.
-An official transcript and names, addresses and phone numbers of three (3) references will be required for the successful applicant.

Preferred Qualifications
-Master’s degree from a regionally accredited institution in human resource management or related field.
-Management experience in higher education
-Applicable human resources certification.
-Active affiliation with human resources networks and organization.
-Experience with Banner or other higher-education enterprise system
