Director of Equity, Diversity and Chief Title IX Coordinator

Position Summary:
Reporting to the President of Manhattan College, the Director of Equity, Diversity and Chief Title IX Coordinator will provide leadership in the development and implementation of programs that support and promulgate a diverse and inclusive campus culture. The Director of Equity, Diversity and Chief Title IX Coordinator will have delegated authority and responsibility for leading, planning, executing, supervising, reporting results, monitoring, reviewing and evaluating nondiscrimination compliance programs and activities of Manhattan College, including Title IX. The Director of Equity, Diversity and Chief Title IX Coordinator will provide the strategic vision and leadership in the development, implementation and administration of policies and procedures to promote compliance with Federal and State law, regulations and rules relating to nondiscrimination, harassment, affirmative action and diversity.

The Director of Equity, Diversity and Chief Title IX Coordinator will work with a high level of autonomy and serve as a primary resource to campus senior management, other administrators, and the broad campus community on issues of diversity and equity on campus. This position will work closely with the General Counsel, Human Resources, Dean of Students, Public Safety, Disability Services, Athletics and other administrators. The Director of Equity, Diversity and Chief Title IX Coordinator will be designated as the official Title IX Coordinator for the College and Chair of the Manhattan College Title IX Working Group.  

The Director of Equity, Diversity and Chief Title IX Coordinator will be charged with leading a sustainable staffing model to lead the College’s Title IX compliance and initiatives, reinforcing the College’s dedication to the creation of a safe climate for all community members free from harassment and sexual violence. The Director of Equity, Diversity and Chief Title IX Coordinator will lead the College’s ongoing education and primary prevention efforts; its investigation, response, and resolution of all reports of sexual and related misconduct under this policy; and its efforts to eliminate prohibited conduct, prevent its recurrence, and remedy its effects. The Director of Equity, Diversity and Chief Title IX Coordinator will collaborate with Athletics on the Equity in Athletics Disclosure Act submission and help develop a proactive, comprehensive gender equity plan for Athletics. The Director of Equity, Diversity and Chief Title IX Coordinator will also collaborate with Public Safety to coordinate and implement the College's comprehensive Clery Act compliance submissions.

 

 

Primary Duties and Responsibilities:  

  • Provide leadership and management of the implementation of diversity and inclusion strategic planning. Provide counsel to senior college administration on diversity, inclusion, equity, and access issues and guidelines;
     
  • Oversee investigations, adjudication, appeals of discrimination and harassment complaints, including those by employees, students, and others protected under state and federal laws and regulations and/or the college's policies;
     
  • Responsible for the preparation of reports as requested by relevant federal and state agencies, and for relevant internal stakeholders;
     
  • Coordinate training sessions and educational programs for faculty and staff on compliance with applicable federal and state equal opportunity laws, the College’s Non Discrimination and Harassment policies, reporting and resolution procedures;
     
  • Develop and maintain relevant communication strategies (web, print, media).

     

Title IX: 

  • Serve as a central resource for all Manhattan College constituencies on the wide range of issues addressed by Title IX, the Clery Act, NYS Education Law Article 129-B (NYS 129-B), and the relevant Manhattan College policies governing non-discrimination and harassment. Responsibilities will include:
     
  • Overseeing all complaints, investigations and resolutions; developing and implementing the college's Title IX plan, participating in campus threat assessment; and conducting trainings for faculty, staff and students and facilitating fair and equitable practices across the College. The Director of Equity, Diversity and Chief Title IX Coordinator will supervise, provide guidance and training for the Deputy Title IX Coordinators and the Title IX investigators;
     
  • Conducting annual reports and identifying and addressing any patterns or systemic problems of sexual misconduct within the College community; this would include climate surveys;
     
  • Coordinating and investigating in collaboration with the AVP for Human Resources staff and faculty complaints that pertain to sexual misconduct claims;
     
  • Monitoring compliance procedures, requirements and times frames outlined in the Non-Discrimination and Sexual Misconduct Policy and Student Code of Conduct;
     
  • Collaborating with Athletics to maintain gender equity plans that assist in assessing compliance and efforts to provide equitable intercollegiate athletics experiences;
     
  • Collaborating with Dean of Students on procedures for hearings and/or appeals.

Equity and Diversity:

  • Review and provide updates to college policies and procedures for compliance with diversity, inclusion, equity, and access requirements;
     
  • Review, monitor and audit searches for faculty and staff to ensure compliance with college, state and federal regulatory and policy requirements. Advise and provide oversight in recruitment and selection processes and conduct equity reviews of selection decisions by search committees and hiring managers;
     
  • Access institutional data to benchmark and support diversity and inclusion strategic planning and compliance with college policy, administrative rules, regulations, local, state, and federal law;
     
  • Collaborate with various departments to complete college, state, and federal reports and monitoring college policies on diversity, inclusion, equity, and access;
     
  • Implement written compliance, privacy, ethics and Code of Conduct policies, procedure, and standards of conduct and effective employee training and education programs to communicate those policies;
     
  • Work with various campus constituencies to facilitate an understanding of how to apply these policies and programs to daily actions, behaviors and decisions to support diversity, inclusiveness, equal access, and equitable treatment, and recommend revisions, updates or guidelines as needed.

 

Education and Experience:

  • An earned master's degree, or J.D. or other advanced degree in human resources, student development, higher education administration or other relevant discipline from an accredited institution is highly desirable. Demonstrated experience in legal, student conduct, student affairs, human resources, compliance, civil rights or similar field required;
     
  • Experience related to EEO/AA, VAWA, Clery Act, Title IX, Legal Compliance, and/or other federal or state non-discrimination laws;
     
  • Demonstrated expertise in complaint resolution, investigations, grievances and/or policy administration;
     
  • Must have the ability to interpret, analyze, advise on non-discrimination policies, regulations and practices; investigate protected class complaints; develop and implement policies and procedures for the college;
     
  • Must also be capable of designing and executing training and education for multiple constituencies.

  • An established and verifiable commitment to and record of exemplary personal and professional integrity. Proven ability to work with sensitive and confidential information.
     
  • Ability to work collegially and effectively with a wide range of constituencies and diverse community, including: faculty, staff, administrators, students and community partners. Ability to diagnose, clarify, and mediate differences of opinion.
     
  • Excellent oral and written communication skills. Advanced analytical and project management skills with attention to detail. Strong critical thinking, decision making, interpersonal, and organizational skills. Must be self-motivated and able to multi-task.
