The Graduate School of Education's Information Technology team at the University of Pennsylvania is looking for a motivated web developer to join our Web & Application Development group. The candidate will contribute to new and existing web technology solutions supporting a wide variety of administrative and academic needs across the School. They will design, code, test, and implement web-based and database-driven technology used by Penn GSE faculty, staff, and students.

The programmer will: Work collaboratively with the GSE IT team and directly with clients to determine functional requirements and propose and implement innovative technical solutions. Based on client requirements, design backend database architecture and system workflows to meet user needs and expected outcomes. Design, code, implement, test, and deploy modern, interactive web applications primarily using PHP, MySQL, HTML, JavaScript and CSS. Identify, research, and implement technical solutions to fit specific project goals and requirements, including working directly with external vendors to assess, select, and implement third-party technology solutions. Ensure adherence to technical, quality assurance, data integrity, and security standards. Plan, organize, and manage projects and associated schedules. Perform analysis and make recommendations on ways to improve stability and feature-sets for existing web applications and development processes. Develop of deployment and maintenance scripts and build container environments. Work with supported third-party software to implement technical solutions for client needs and participate in build vs. buy decisions. The programmer will have a role in all parts of the application lifecycle, with an emphasis on detailed requirements gathering, systems analysis, design and architecture, and continuous feature enhancement. The programmer will also provide first- and second-tier technical support for in-house websites and web applications and for supported vendor software solutions.


A Bachelor's Degree (Computer Science, or related fields preferred) and a minimum of 2 to 3 years of experience in developing and maintaining web applications or equivalent combination of education and experience is required.

This position requires:

- Demonstrated knowledge of web development and experience with building and maintaining websites and web applications.

- Knowledge of HTML, CSS, JavaScript, MySQL, and object-oriented PHP programming.

- Strong technical abilities and a proven track record of creative use of technology to solve problems.

- Excellent verbal and written communication skills, interpersonal skills, and attention to detail.

- Experience with CMS development, specifically Drupal 7+, PHP/Javascript frameworks (ie. Symfony, Vue, React), and container environments (ie. Docker, Vagrant), preferred.

- Must have a strong command of programming languages, integration methods, and development lifecycles.

- Demonstrated expertise in backend application database design, innovative technology solutions, and the ability to quickly learn and apply new technologies.
