Job Description Summary
The Director of Clinical Research & Development implements and oversees development and operations aspects of research within the Center for Clinical and Translational Research, School of Dental Medicine at the University of Pennsylvania. He/she will play a key role in developing the current clinical research services within the School of Dental Medicine, including department based research management best practices, internal site network development and management, and ongoing efforts to streamline research development and administration.

The Director provides clinical research expertise, support and guidance to a diverse group of investigators ensuring compliance with investigator initiated, as well as, sponsored projects (federal and non-federal). This position serves as a Senior Administrative liaison between investigators, clinical research projects and clinical research support staff. The director will guide investigators in the development of proposals and with emphases on NIH applications for Multicenter trials and registries with a goal of increasing U awards.

The Director provides advice, counsel and strategic direction to the research community and research partners. He/She will raise the level of awareness of the strategic and economic importance of clinical research to internal and external customers. The Director will interface with leaders and administrators at multiple sites to assist with the expansion of the breadth of clinical research across Penn, enhancing the brand of its world-class clinical research program.

The Director will play a key role in enhancing and evolving Penn's clinical research support services, including activities supporting a concierge-like service for research faculty and staff to facilitate appropriate interfaces and resource access to further clinical research, as well as operational and administrative support services for research budget development and clinical research billing, protocol feasibility and recruitment planning, department-based research best management practices, internal site network development and management, IND/IDE application development & FDA interface, and ongoing efforts to streamline research administration.

Job Description

RESPONSIBILITIES:
  • Responsible for working on a daily basis with the School of Dental Medicine, Penn Office of Research Services, and managerial peers to define goals, articulate priorities and set standards to identify opportunities for implementing major as well as subsidiary goals, to direct their realization, and to overcome impediments to their achievement.
  • Develop and maintain tools, processes, training programs, and standard operating procedures designed to support the conduct of clinical research. Work to strengthen the culture of clinical research. Oversee the provision of services designed to assist the research community with comprehensive and strategic recruitment plans to maximize recruitment efforts. Work with established University departments to ensure adherence to protocol and sponsor regulations and safety requirements.
  • Work with leadership to identify, justify and utilize resources in an efficient manner; assist with presentations to other Penn officials. Interact with PDM business office to assist with the oversight of budgeting, billing, and monitoring of financial activity for clinical trials. Provide leadership to coordinate activities between budgeting and contracting, and financial execution ensuring compliance with sponsored and third party insurance billing.
  • Pre-screen grant submissions; oversee the department budget including justification, documentation, calculation, and projections; establish and maintain fiscal controls in accordance with funding agency regulations, sound accounting principles and budgetary limitations.
  • Anticipate timelines, analyze requirements to accomplish major and minor projects, organize and delegate tasks to faculty and staff, follow through to completion. Direct faculty investigators through the sub-project application process and advise on guidelines, protocols, procedures, forms, formats, budgets, and regulatory requirements.
  • Develop recruitment strategies; screen and interview candidates for managerial, professional, technical and clerical openings; interview references, make hiring recommendations; plus all related job functions.
  • Supervise and work directly with Project Manager(s) and clinical research coordinators to oversee goals and activities related to clinical research; seek ways to expand capabilities of the center to improve service to faculty investigators and to take fullest advantage of the available resources of PDM and Penn.
  • Supervise research staff and junior faculty during the conduct of clinical research, conduct screening of research participants, conduct study activation, and study visits.
  • Deliver treatment to research participants, train research staff and conduct educational trainings in clinical and translational research.
  • Other duties as assigned


QUALIFICATIONS:
  • DDS, MS with at least 5 to 7 years of experience in clinical research related activities (e.g., monitor, study coordinator, or similar), or equivalent combination of education and experience, are required.
  • DDS with license in PA and ability to supervise research staff and junior faculty during the conduct of clinical research, conduct screening of research participants, conduct study activation, and study visits and deliver treatment to research participants, train research staff and conduct educational trainings in clinical and translational research.
  • An in-depth knowledge and experience in the application of Good Clinical Practice (GCP) regulations is required (e.g., ICH, FDA, NIH/NCI, etc.).
  • Familiarity with the essential documents related to clinical studies, medical terminology and routine medical tests and procedures.
  • Familiarity with computerized clinical data collection systems and biomedical statistics is needed.
  • Strong interpersonal, oral and written communication skills in order to effectively and independently oversee clinical operations and communicate results.
  • Strong ability to demonstrate diplomacy and negotiation skills, as well as the ability to persuade when necessary. Able to confidently interact with all levels of management including senior management, PI's and others.
  • Ability to develop interdepartmental relationships and form solid collaborations is critical.
  • Adept in the use of computerized databases and other applications and in performing data analyses to evaluate trends and metrics.
  • The ideal candidate has experience with grants, subcontracts, industry partnerships, alternative funding streams, technology transfer, and intellectual property rights, along with research faculty/staff interaction and management.
