Under general direction of the LDC Business Manager, this position will provide Linguistic Data Consortium (LDC) in Penn Arts and Sciences with administrative and financial management of grants and contracts ($8-10 mil annually).

The Linguistic Data Consortium (LDC) is an open consortium of universities, libraries, corporations and government research laboratories. LDC was formed in 1992 to address the critical data shortage then facing language technology research and development. Initially, LDC's primary role was as a repository and distribution point for language resources. Since that time, and with the help of its members, LDC has grown into an organization that creates and distributes a wide array of language resources. LDC also supports sponsored research programs and language-based technology evaluations by providing resources and contributing organizational expertise. LDC's connection with Penn provides a strong foundation for the Consortium's research and outreach to an active and diverse member community.

Duties:

The Grants Manager will manage the proposal development process, budget development and related pre-award issues for a diverse sponsor portfolio. This position will assist with all aspects of proposal submission (electronic and paper submissions) and necessary follow-up to confirm proper acceptance by sponsor, and apply knowledge of Office of Management and Budget (OMB) Uniform Guidance.

Manage post-award processes including monitoring and review of all charges to sponsored projects, reconciliation of accounts, sub award management, manage hiring of hourly-paid research projects staff, update Workday allocations and process weekly payroll, effort reporting and production of monthly financial reports for Principal Investigators and specialize financial reports for LDC sponsors. Monitor compliance to sponsor guidelines. Routinely meet with Principal Investigators to discuss and advise on financial and other administrative related issues related to their research budgets to ensure compliance of protocol submission.

Act as liaison to Office of Research Services (ORS), other SAS and University groups, Subcontractors and Sponsors to resolve non-standard issues requests/needs, provide guidance to LDC staff on University and Federal policies, procedures and sponsored program compliance issues.

Other duties include but are not limited to: supervise Business Office Coordinator, generate and maintain internal policy and procedure manual, maintain several department files and databases for audit purpose. Provide cross-functional support and backup for the LDC Business Office.

Qualifications:
  • Bachelor's Degree with 3-5 years of pre and post-award experience, or equivalent combination of education and experience is required.
  • Experience with federal granting agencies is required
  • Proficiency in Microsoft Excel, Adobe applications, Business Objects
  • Excellent critical thinking, analytical, verbal and written communication is required
  • Ability to apply solid organizational and time management to a deadline driven, multiple priority work environment is required
  • The ability to be comfortable working in a frequently changing environment, and to function as part of a team
  • Familiarity with UPENN sponsored research policies and related financial systems is a plus
  • Candidates must be able to work independently, balance multiple competing priorities, meet deadlines without fail, and proactively follow-up on outstanding issues
  • Ability to work with a diverse set of staff in a very fast-paced environment and the ability to handle confidential information are required.
