Job Description Summary
The Budget Analyst is a key member of the Provost Administrative Affairs team, primarily responsible for providing high level analytical support to the financial management of the PAA, as well as assisting various departments with business development and short and long-term planning efforts. In addition, the Budget Analyst has the ability to work autonomously, in a broad variety of areas, as well as provide leadership within the PAA Group and departments that they oversee.

Key responsibilities include the leadership/active participation in the five year strategic planning process, periodic forecasting, and the annual operating budget; ongoing budget responsibility for a variety of areas (Provost Administrative Units, including; Vice Provost of Education, Vice Provost of Research, Vice Provost of Faculty and University Life); development and presentation of strategic planning models for a portfolio of departments; analysis of various financial results; and the gathering of market and industry data for competitive benchmarking.

This position will also oversee the long term planning and strategic functions of both the pre- and post-award processes for a diverse sponsor portfolio for the areas supported by the PAA office (approx. $10M). Given the complexity of the areas that PAA serves, the individual in this position must possess a combination of big picture, intellectual curiosity, detailed thinking, and exceptional communication skills.

Job Description

Duties:

Key responsibilities include:
  • Responsibility for the budgets of approximately 25% of PAA departments. This includes providing consultation during the Operations/Budget team preparation of the budget and leading meetings with each applicable department head to review the budget and related implications for the upcoming year.
  • Participate in and oversee the process of trouble shooting daily problems that arise in financial matters. Monitor financial reports to ensure that all concerns are addressed promptly.
  • Develop and maintain PAA-level expertise in the use of all University financial systems including and Hyperion Planning. Serve as expert in Hyperion Planning software, including management of all updates and maintenance procedures (i.e., BA access, addition of new accounts, new report development and implementation, etc.).
  • Oversee proposal and budget development and related pre-award issues for a diverse portfolio for the areas supported by the PAA office. Manage post-award processes including montitoring and enforcing compliance with guidelines, reconciliation of accounts, and effort reporting, etc.
  • For those departments that this position supports, provide support in the areas of business development, strategic analysis, and ongoing budget variance review and maintenance.
  • Prepare, analyze and distribute each month the financial reports to the areas that are assigned.


Qualifications:

Bachelor Degree and 3-5 years of experience or equivalent combination of education and experience is required. Must have excellent interpersonal and organizational skills, ability to prioritize and manage multiple projects with limited supervision, and demonstrated ability to work independently and as part of a team. High attention to detail, accuracy and follow through required. Strong computer skills with proficiency with MS Office required. Knowledge of the following University systems for financial management is preferred: BEN Financials, WorkDay and Concur.
