Job Description Summary
The Division of Facilities and Real Estate Services (FRES) provides the expertise, business process, policies and standards required to plan, design, construct, operate, maintain and renew the physical assets of the University, excluding the health system. In addition, the Division, comprised of approximately five Departments, is responsible for the strategic planning, management and operation of non-academic University property, and collaborating with the neighborhood to create a safe, diverse and economically vibrant destination. With close to 12M square feet of space, FRES maintains 186 buildings on a campus of 276 acres, completes over 60,000 maintenance requests per year, and starts approximately 250 projects a year. FRES is comprised of the following Departments: Administration, Office of the University Architect, Design and Construction, Real Estate, Operations and Maintenance.

The University of Pennsylvania is implementing a campus transformation entitled Penn Connects ( http://www.pennconnects.upenn.edu ). This comprehensive, award winning effort is expanding the campus over the next 20 years, including the construction of new academic research and recreational facilities. Job Description

Energy Planning Associate

The Engineering and Energy (EE) Planning Associate will provide project management and strategic technical support to the engineering and energy planning group. The EE Planning Associate will perform analysis of data in support of Penn s Climate Action Plan (CAP); under the guidance of senior engineering staff, conduct engineering reviews of designs for adherence to Penn s engineering standards; provide field support on operations and maintenance issues requiring engineered solutions; assist in managing databases focusing on energy measurement and metering; perform calculations and reporting in support of measurement and verification for energy conservation projects. The EE Planning Associate will also be responsible for reliable operation of the campus energy meters for steam, chilled water and electricity. This responsibility includes maintaining the meter data collection and historian system which includes identification and correction of meter communications issues, diagnosis of meter failures and coordination of repairs and/or replacement; management of contractors performing meter calibrations, and performing calculations to estimate utility usage. The EE Planning associated will assist the Utility Engineer in providing monthly utility data for billing and other uses on an as-needed basis. The EE Planning Associate will be supervised by and provide technical support to the Energy Planner in his/her role of planning to meet the long-range energy needs of the University.

Responsibilities:

Maintain utility meter data collection and historian system. Troubleshoot communications and/or meter issues and facilitate repairs as necessary.

Coordinate with Penn IT networking resources as needed to maintain reliable communications between systems.

In collaboration with staff of FRES Energy Planning, Engineering and O&M, collects, tracks and reports quarterly energy reduction metrics is support of the Climate Action Plan (CAP) and computes actual quarterly and annual carbon reduction according to the CAP.

Provide engineering assistance and field support to troubleshoot operational problems and develop solutions in support of Operations and Maintenance.

In collaboration with and under supervision of engineering staff, perform design reviews of capital projects to ensure adherence with Penn engineering standards.

Prepare reports, spreadsheets, power point slides, and presentations of energy, carbon and associated information of both FRES and S/C administrators.

Support Energy Planner and Utility Engineer in planning to meet the long-range energy and utility infrastructure needs of the University. Efforts will include,
but are not limited to, identification and analyses of potential energy and carbon conservation measures (ECM), calculation of costs and savings for ECMs,
analysis of utility data and reviewing efforts to reduce utility supply costs.

In collaboration with appropriate departments of FRES, analyze and provide analytical reporting to support energy reduction and sustainability projects/pilots.

Other duties and responsibilities as assigned.

Qualifications:
  • Bachelor's Degree and 2 years to 3 years of experience in engineering or energy related field or equivalent combination of education and experience is required.
  • Engineer-in-training (EIT) certification preferred. Knowledge of computer software including AutoCAD, building automation systems, Microsoft Office Suite, and energy modeling is preferred. Knowledge of intermediate computer networking concepts including TCP/IP and Modbus protocols is required. Knowledge of basic electronics and electricity is preferred.
