Capital University is seeking a University Registrar. This position leads, plans, coordinates, executes, and supervises the registration process; develops, implements and maintains the student record system and official academic records, including grade posting and issuance of all academic record transcripts, both official and unofficial; interacts and coordinates with academic units, students, parents, faculty, administrators, and support staff of the University as it pertains to the functions of the Registrar's Office; promotes student learning and student success; removes barriers to student success through efficient and effective policies and procedures. Responsible for various enrollment and statistical reports as may be requested by the University and other external agencies.

Provides management in the Registrar's Office including personnel supervision and development, supplies and equipment procurement, physical facilities, planning, and budgetary monitoring. Coordinates University bulletin production, prepares schedule of classes and assignments of classrooms for classes each academic term. Coordinates graduation processing including degree auditing and certification. Analyzes and prepares Academic Calendars as may be required by the University. Maintains an accurate course inventory system by responding to approvals of campus curriculum committees and curricular changes for each academic department and program. Responsible for student course and personal data collected, stored, and used in the student information system.

Essential Duties & Responsibilities:

  • Manages students' academic records, course offerings and schedule creation, academic calendar maintenance, and related policies and practices. Some of these responsibilities include:
    • Evaluates external sources of academic credit and test scores for University equivalencies and associated waivers.
    • Oversees grade and transcript processing and coordinates academic information for graduation clearance.
    • Reports and certifies student academic and personal records to appropriate agencies and institutions.
    • Facilitates retention of academic records in accordance with University policies and best practices.
    • Ensures compliance with FERPA and all other applicable laws and regulations.
  • Assists with reporting for internal stakeholders and external agencies or organizations such as IPEDS and National Student Clearinghouse. Ensures data governance practices to promote data accuracy, integrity, and security for the Registrar's office and acts as the primary liaison between Information Technology and Registrar Office. Oversees issuance of academic transcripts. Modernizes and supports the Registrar-related aspects of the SIS (Ellucian Colleague Self-Service) system to manage workflow and system efficiency; tests and troubleshoots new software releases and updates; review current status of systems/applications and prepare recommendations for systems improvement.
  • Facilitates the monitoring and analysis of student success data in collaboration with other University offices to assess academic progress, persistence, attrition/retention and graduation rates gaps.
  • Facilitates the ongoing evaluation and revision of standards, policies, and procedures within the academic bulletins of the University. Ensures the most effective/efficient and student-centered delivery of student services programs in the Registrar's Office. Oversees academic bulletin maintenance.
  • Hires, trains, develops and supervises professional and student Registrar's Office staff. Plans, assigns, and directs work, appraises and manages performance, promotes and maintains an effective and collegial office culture and climate.
  • Works in coordination with university curriculum committees and other appropriate university committees, Information Technology, Financial Aid, Student Accounts, Business and Finance, Strategic Enrollment Management, academic units, and the Provost Office to ensure accurate data entry and maintenance including curriculum and program creation and modification within the SIS system.
  • Establishes and maintains collaborative working relationships with all stakeholders in the community, including students, faculty, advisors, staff, and administrators. Pursues professional development opportunities (state, regional, and national organizations); OACRAO; AACRAO; GLUG; and other professional organizations; and exchanges student information with other colleges or universities.

Qualifications:

  • Master's degree (M. A.) or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.
  • Experience in Microsoft Office, expertise in higher education ERP systems required, Ellucian Colleague experience is preferred.
  • Excellent professional verbal and written communication skills.
  • Strong supervisory and team-building skills.
  • Works well with people from diverse backgrounds.
  • Ability to manage multiple priorities under tight deadlines; establish departmental goals and priorities; perform advanced supervisory responsibilities; and contribute to Capital University's philosophy, strategic plan, goals, and doctrine.
