Job Description Summary
Reporting to the Senior Director, BSD Human Resources & Penn Children's Center, the PCC Executive Director sets the vision and oversees the management and long-range planning for a child care center serving in excess of 160 children ages 3 months to 5 years. The Executive Director is expected to ensure Center readiness and capability which can deliver a program that is nurturing, developmentally appropriate, and meets all state and NAEYC mandated licensure guidelines. The Executive Director is to ensure the Center is staffed by those who are highly qualified and provides an environment which is safe, hospitable, interactive, engaging, inclusive, and one which values diversity. The Executive Director will also act as a steward of Business Services in all matters whether partnering internally or externally of the Center and Division. Never compromising on institutional values, the Executive Director will ensure the Center is operated in a fiscally-responsible and cost-effective manner and reflective of Penn's values and standing as a world class institution.

Job Description

Responsibilities:

Center Management: Oversees in excess of 44 staff members to include Teaching, Operations, PCC Senior Leadership, and Financial staff. In collaboration with the Senior Director, develop and maintain long range people plan, reconciling current staffing needs with forecasted demand for PCC services and growth. Sets goals and objectives, monitors performance and ensures robust development and in-service training occurs. Conducts productive annual performance reviews and partners with staff in ensuring actionable and robust development planning occurs. Conducts weekly general, and individual, staff meetings. Develops and monitors continuing education programs for staff members and seeks creative ways in which to continuously elevate the Teaching function and strives for functional excellence. Cultivates an environment that's inclusive in nature, engaging for staff, and one that is people centric with an eye towards fulfilling the Center's commitment to Parents and the Penn Community while ensuring standards and values are never compromised. Ensures the Center is always inspection ready for State and NAEYC licensure and accreditation inspections.

Long-Range Planning: Evaluates current programs and develops multi-year plans for center management, programming and finances. Analyzes trends, prepares reports and develops strategic plans and alternative business plans for PCC. In collaboration with Senior Director, assists with planning and managing capital projects as necessary. Seeks to identify ways to incorporate best practices and generally willing to explore new ideas and approaches beyond the "norm" and acts as a visionary in leading the PCC to be regarded as a preeminent Children's Center. Ensures policies and procedures are always current, accessible, understood, memorialized, and operationalized as needed.

Financial Management: With Senior Director develops annual budget and financial targets. Manages and monitors budget and meets or exceeds all financial goals. Evaluates and implements new programs and revenue generating ideas. Secure grant funding, donations, and in-kind support from the broader community.

Curriculum/Research: Ensures that the curriculum models the best principles of Early Childhood development, monitors performance of Education Director and implementation of curriculum by teachers. Ensures that the curriculum is on the leading edge of preschool education using all resources available at Penn. Facilitates interdisciplinary research and observation opportunities with University departments. Participates in continuing education programs, keeping abreast of the latest professional techniques in Early Childhood Education and Administration.

Communications: Acts as primary liaison with the Parent Advisory Board. Serves as the primary facing agent for the PCC as it pertains to parent interaction, oversee (and arbitrate as necessary) room rotation, parent complaints and other related matters. Maintains liaison with other University departments and organizations that may contribute or augment the activities and purpose of the Center. Maintains liaison with West Philadelphia Child Care Coalition and local child care organizations.

Marketing: Plans and implements creative marketing strategies to ensure maximum enrollment. Coordinates participation of program in community events and University functions. As needed, conducts surveys to determine changing child care needs in the community, research and develop ways to further expand program to meet those needs.

Qualifications:

Required:
- Bachelor's degree from an accredited college or university in early childhood education, child development, special education, elementary education or the human services field and three to five years senior administrative experience in a child care setting, or an equivalent combination of education and experience.
- Proven ability to organize, plan, budget and supervise.
- Ability to stay abreast of, develop, and implement state of the art and developmentally appropriate programs and curriculum.
- Excellent written and oral communication skills.
- Demonstrate strong sense of business acumen.

Preferred:
- Master's degree in early childhood education, child development, special education, elementary education or the human services field.
- Experience in capital projects.

- Experience in higher ed setting.

Other bachelors prepared candidates, holding a degree from an accredited college or university, will be considered only so long as it includes 30 credit hours in early childhood education, child development, special education, elementary education or the human services field and has the minimum professional experience outlined above.

This position, depending on level of experience, will pay between $90,000.00 - $110,000.
