Job Description

As part of the University of Pennsylvania's Division of Human Resources and reporting to the Executive Director HR/Chief of Staff, the Manager supports the recruitment, retention, and off-site workplaces. The position oversees and coordinates University-wide compliance, specifically as it relates to employees working outside of Pennsylvania. The Manager will support the Off-Campus Work Committee and HR designees in the development and implementation of practices across various state jurisdictions while aligning with the University's mission, vision, and values. An acute knowledge and understanding of relevant laws and guidelines at the local, state, and national level, applicable to off-campus employment, is required. This information will be used by the Manager to educate and advise managers and senior leaders on HR-related legal and regulatory matters related to off-campus work.

The Manager is responsible for the delivery of HR compliance, in line with Penn's HR strategies and initiatives. The Manager will consult and collaborate with the Core HR team, as well as the HR designees in in the field, and University subject matter experts such as Division of Finance, Office of General Counsel, Office of Audit and Compliance, etc., in areas of policy and procedure development, ongoing compliance with state and local laws in various jurisdictions, compliance with payroll and other voluntary and statutory benefits.

Responsibilities
  • Maintain and make necessary and timely revisions to website, internal documents and external facing materials related to off-campus work
  • Stay current on legislation and regulatory changes that apply in the states and localities where off-campus work is performed
  • Develop and implement project plans to support regulatory requirements and compliance
  • Enhance the remote work strategy by ongoing review and enhancement of policies and procedures
  • Develop and present compliance-related training
  • Identify and respond to national trends related to off-campus work
  • Lead periodic recordkeeping audits for Off-Campus Work Agreements
  • Serve as liaison with any outside consultants and with internals SME's, Off-Campus Work Committee and HR leadership regarding issues related to off-campus work
  • Serve as a resource for School and Center HR leaders
  • Develop and implement project plans to support regulatory requirements and compliance
  • Work closely with stakeholders, such as Executive Director of Benefits, Comptroller, Workers Compensation, Office of the General Counsel, and others to address University compliance with states where we have employees working on an ongoing basis ​


Knowledge, Skills, and Abilities:
  • Understanding of multi-state employment compliance and regulatory requirements
  • Capacity to effectively address diverse audiences with varied knowledge and experience with HR/benefit programs
  • Skilled in project management including the ability to manage and prioritize the resources and tasks required to support simultaneous deliverables and delivery dates
  • Ability to facilitate the resolution of complex problems impacting people and programs
  • Skilled in verbal and written communication, including the ability to provide briefing and training to diverse audiences - must be able to effectively influence individuals of varying backgrounds and learning styles
  • Ability to operate independently where appropriate and understand when to escalate issues
  • Strong analytical skills and ability to work on basic processes as well as strategic initiatives
  • Knowledge of HR information systems Workday preferred, a basic understanding of database systems, and ability to conduct internet research
  • Interpersonal Skills: Demonstrates the ability to work well with Penn colleagues, clients, and external organizations
  • Subject to and expected to comply with all applicable University policies and procedures, including but not limited to, the personnel policies and other policies
  • Other duties as assigned

Budgeted Pay Range

$100 - 130K annually commensurate with experience and education.

Education and Experience:
  • Master's degree preferred Bachelor's degree required or equivalent combination of education and experience.
  • SHRM or HRCI certification is highly preferred
  • 7 or more years of experience in an HR function, preferably in a variety of functional areas or as a generalist, and preferably with experience working in an HR role with a multi-state employer
  • Experience with MS Office (Word, Excel, Outlook, PowerPoint)
  • Other duties as assgined
