INTRODUCTION:

The Associate Vice President for the Office of Academic Programs and Policy reports to the Vice President for Academic Strategy (VPAS), and provides leadership for academic planning and policy development; articulation and transfer between University of Hawai‘i (UH) campuses; inter-campus academic program collaboration; and directs and coordinates other academic initiatives that impact campuses across the UH System.

DUTIES AND RESPONSIBILITIES:

System-wide Academic Affairs Leadership

  • Oversees the daily operations of the Office of Academic Programs and Policy, including supervising personnel, budget, managing space, etc.
  • Manages the program proposal and approval process (authorizations to plan, new programs, provisional to established, etc.).
  • Convenes systemwide groups such as the Chief Academic Affairs Officers, University Center Directors, and other systemwide academic affairs committees to administer and implement consistent academic policies and programs across the System.
  • Serves as system lead for articulation and transfer between UH campuses and convenes the Academic Advising and Transfer Network and University Council on Articulation.
  • Convenes systemwide initiatives and faculty boards relating to General Education such as the Foundations Board and HAP Board.
  • Convenes faculty discipline groups to ensure seamless student transfer
  • Convenes the Sustainability Curriculum Council.
  • Convenes and participates in critical workforce and discipline groups to ensure alignment among curricula at multiple UH campuses, with K-12 academies and with state workforce needs, in areas including IT, Education, Agriculture, and Health, among others.
  • Serves as higher education lead for Smarter Balanced.
  • Participates in relevant regional and national conferences and networks, as appropriate.

System-wide Academic Planning and Policy

  • Oversees the UH System academic master plans and alignment with other UH plans.
  • Coordinates distance education academic program plans and policy.
  • Develops and maintains academic policies and procedures in alignment with University guidelines.
  • Provides guidance and recommendations to administrators on academic policies and procedures.
  • Researches and consults with university stakeholders and constituents on emerging academic affairs issues in higher education at the national, state and local levels.
  • Provides support for system-wide strategic planning and strategy.

System-wide Academic Coordination, Communication, and Implementation

  • Coordinates academic program development in conjunction with the Academic Master Plan and Systemwide Enrollment Management plan.
  • Develops and implements systemwide academic strategies and initiatives as part of the Hawai‘i Graduation Initiative.
  • Assists with the formulation of policies, activities, and data collection involving international student engagement.
  • Facilitates campuses in sharing and communicating successful and replicable programs and practices that have proven effective in increasing measures of student success.
  • Prepares responses to international, national, and local inquiries and to ad hoc requests to the Board of Regents, President and University executives on University and State educational policies and practices.
  • Coordinates the system-wide implementation of the new General Education curriculum, including possible development of a new system-wide organization structure for general education.
  • Prepare academic-related reports for the Board of Regents, President, and other university executives.
  • Coordinates the Course Evaluation System in collaboration with ITS.

MINIMUM QUALIFICATION REQUIREMENTS:

  1. Doctoral degree in a recognized academic field of study from an accredited college or university or equivalent combination of education and work experience.
  2. Attainment of the academic rank of I-4 or C-4, or have demonstrated a record of comparable professional experience.
  3. A minimum of five (5) years of progressively responsible professional experience in higher education administration or related field, which includes leadership responsibility for academic planning, policy, program development and program implementation.
  4. Demonstrated ability to work closely and maintain strong positive relationships with the full range of internal and external university constituents.
  5. Demonstrated ability to communicate effectively both orally and in writing with a wide range of constituents from students and faculty to regents and legislators.
  6. Demonstrated ability to analyze complex situations, develop solutions, present them for consideration to disparate stakeholders, and successfully implement a solution.
  7. Ability to work in the evenings and on weekends.

DESIRABLE QUALIFICATIONS:

  1. Knowledge of, and experience with, best practices in maximizing access to higher education and increasing student success, as evidenced by successful implementation or completion of projects.
  2. Experience in academic affairs policy development and administration.
  3. Demonstrated experience in the delivery of higher education academic programs or assessment of academic programs.
  4. Demonstrated experience in higher education program management and administration that includes policy development and program planning, implementation and budgeting.
  5. Working knowledge of the University of Hawai‘i and its respective organizations, programs and operations.
  6. Experience in working in a multi-campus system of higher education that includes baccalaureate granting institutions and community colleges.
  7. Experience working with Native Hawaiian students and communities or experience working in an indigenous or minority serving institution.
  8. Knowledge of the emerging trends in higher education.
