The Assistant Vice President, Facilities Management is responsible for providing management, leadership, and oversight for all aspects of the Facilities Management for the University including property acquisition, facilities operations, facilities maintenance, utilities management, construction and capital project management, facilities inventory, and contracted services (including, but not limited to custodial, landscaping, and pest control services). The AVP prepares the annual budget requests for operations and capital renewal / capital improvement cost centers.


  1. Develops and directs all programs to assure operation of university HVAC systems, domestic water and plumbing systems, electrical systems, elevators, fire detection systems, fire suppression systems, and emergency generators
  2. Develops and directs all programs regarding the operation and maintenance of the campus grounds, building envelopes, university roads and parking lots/garages
  3. Develops long and short-range plans and prioritization of renovation and maintenance projects and campus infrastructure upgrades to all buildings and ensures a safe efficient environment for the university
  4. Provides input from an operational perspective as campus master plans are developed and updated
  5. Oversees the management of projects, renovations, preventative maintenance, responsive repairs and planned activities with internal and external constituents to ensure minimal interruption of services and/or impact on scheduled university operations
  6. Oversee all human resources related activities within facilities such as hiring decisions, conflict resolution and problem resolution
  7. Exercises fiscal control over all expenses related to maintenance, operations and utilities, including the development of budget, articulation of logistic needs and ensuring timely contract preparation and procurement
  8. Prepares and monitors the annual budget and staffing plans for facilities
  9. Acts as the university's representative in facilities-related issues with the City of Houston, Metro, Harris County, Harris County Flood Control, TxDOT, and the Texas Higher Education Coordinating Board



  1. Prepares and submits State reports as required
  2. May be asked to respond to problems or provide service after hours
  3. Expected to carry and respond to cell phone and/or pager at all times
  4. Performs all other duties as assigned

Supervision Given: Makes final decision on evaluating employee performance; hiring new employees; disciplinary actions; makes final decision on scheduling employee work hours; makes final decision on coaching and counseling; training; provides recommendations on handling employee grievances and complaints; and makes final decision on granting time off.

Primary Work Location: Majority of time is typical office environment, but responsibilities of position will require access to construction sites, roof tops, equipment machine rooms, elevator hoist ways, cooling towers, as well as being responsible for all campus operations


Physical Demands: Common exposure to inside and outside environments, wet and dry conditions, cold and hot environments. Common exposure to hazards associated with building demolition, construction, equipment operation. Common exposure to noise / vibrations associated with demolition, construction, equipment operation. Common exposure due to nature of demolition, construction, equipment operation.


Position is physically comfortable; individual has discretion about sitting (50%) walking (25%), standing (25%), etc. Ability to lift, carry, push and pull up to 50 lbs. Ability to climb ladders and scaffolds, ability to maintain balance on ladders, scaffolds and roof tops. Ability to frequently stoop, reach and handle. Ability to occasionally kneel and crouch. Ability to speak and hear often. Ability to see, correctable color vision is accepted. 

Work environment involves minimal exposure to physical risks.
