DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for assisting the Assistant Vice President for Employee Resources with the day to day administrative functions of the College Human Resources Office and overseeing HR database management. A major emphasis of the position is the confidential nature of the work. The incumbent is expected to exercise a considerable degree of independent judgment and initiative in the performance of assigned duties. The incumbent is also responsible for working collaboratively with the College Chief Diversity Officer on institutional initiatives related to increasing and maintaining diversity within the College community and fostering equal opportunity for faculty and staff. Does related work as required.

TYPICAL WORK ACTIVITIES

Assists the Assistant Vice President for Employee Resources in assessing, developing, implementing and monitoring College human resources goals and activities;

Recommends Human Resources policy development and assists with implementation;

Oversees the maintenance of official personnel records and HR database management;

Oversees the development of new employee/staff orientation, training and development programs at the direction of the Assistant Vice President for Employee Resources;

Works collaboratively with College staff to ensure compliance with affirmative action, the Americans with Disabilities Act, the Drug-Free Workplace Act, and for any other lawfully mandated regulations falling within the scope of human resource management;

Oversees the investigation of all complaints of improper employee conduct and initiates appropriate disciplinary proceedings;

Assists the Assistant Vice President for Employee Resources with negotiations (in conjunction with Legal Affairs) for College bargaining units and assists with the handling of grievances, employee appeals related to working conditions and contract items;

Provides assistance to administrators with regard to the employment process including the preparation of duties statements and position advertisements for recruiting and selecting new employees;

Develops and maintains employee handbook.

 FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the standard principles, practices, methods and techniques of public personnel administration; good knowledge of the specialized principles, practices, methods and techniques in employee recruitment and selection; good knowledge of labor laws, economics and new developments in the field of labor relations; good knowledge of local Civil Service laws and practices; good knowledge of the Taylor Law; good knowledge of methods and practices of determining cost of collective bargaining agreements; ability to analytically solve complex problems in accordance with established labor-management practices; demonstrated abilities in areas of diversity and equal opportunity; excellent oral and written communication skills; demonstrated supervisory and management skills.

MINIMUM QUALIFICATIONS:

Graduation from a college with federally-authorized accreditation or registration by NY State with a Master’s Degree, and five (5) years of experience in labor relations or human resources, two (2) years of which must have been in a supervisory capacity.

NOTE: Additional relevant experience will be substituted for education on a year-to-year basis up to a maximum of two (2) years.

HIRING SALARY:

As an exempt position, compensation will be based on the College's management salary scale.

 The New York State Retirement and Social Security Law requires retirees of a public pension plan within the State or City of New York to disclose prior public employment and pension plan history for the purpose of establishing a retiree’s eligibility for employment.
