Vice Chancellor for Planning and Budget

The University of California, Riverside (UCR) invites nominations and applications for the position of vice chancellor for planning and budget (VCPB). 

One of ten universities within the prestigious University of California system, and the only UC located in Inland Southern California, UCR is widely recognized as one of the most ethnically diverse research universities in the nation. With over 900 faculty members and more than 3,000 staff, the campus currently enrolls approximately 23,000 students and has an operating budget of $850 million. UCR is in the midst of significant growth and development. Under the leadership of Chancellor Kim Wilcox, the university has set an ambitious agenda to grow both the academic enterprise and the facilities needed to support it. Guided by the institution’s strategic plan, UCR 2020, more than 250 new faculty members have been hired since 2013 and new or renovated facilities are under construction and in the pipeline.

The vice chancellor for planning and budget reports directly to the chancellor with a dotted line to the provost and executive vice chancellor. The VCPB serves as the chief financial officer for the campus and acts as a key advisor to the chancellor and to the provost and executive vice chancellor on all financial and resource planning matters and is a member of the campus leadership team. The next VCPB will have the opportunity to provide support, financial insight and innovative leadership that will position UCR to take full advantage of many exciting future growth opportunities.

The VCPB has primary responsibility for leading all aspects of UCR’s capital asset strategies, financial planning and budgeting process. The vice chancellor is responsible for designing and implementing a transparent planning and resource management process that integrates capital asset, fiscal and human resource considerations (academic and non-academic) in a manner that advances UCR’s instructional, research and public service missions. Additional responsibilities include oversight of budget administration, campus operating funds, capital programs, environmental planning, financial policy, fiscal planning, information systems support, institutional research, space planning, statistical information management and strategic planning. The vice chancellor also represents the UCR campus to the UC Office of the President and to all external agencies on financial matters.

UCR seeks a highly motivated and innovative financial leader with the vision, experience and management capabilities necessary to advance and strengthen the university's capital, fiscal, resource management and long-term campus planning systems. The ideal candidate will possess a proven track record as a strategist with direct oversight experience for a variety of financial, budgetary and resource planning functions in a similarly complex organization. The VCPB will set high expectations for performance and accountability, be a superb communicator with exceptional analytical skills and work collaboratively with colleagues in a spirit of partnership, transparency and fiscal responsibility. The VCPB will respect shared governance and be an advocate for an environment that promotes inclusive decision-making, best practices, respect and a sense of community across the university. An appropriate graduate degree is preferred with a minimum of 10 years of increasingly responsible leadership experience in a financial role. Experience in a research university is preferred but not essential.
