Director of Accounting Services - Fiscal Affairs

Provide administrative and management direction to the operations of Accounting Services and Bursar which include accounting, budgeting, cash control functions, account reconciliations, auxiliaries, and contracts and grants. With the Executive Director of Finance, plan, develop and prepare the annual campus budget and assist with year-end closing. Act as Fiscal Officer for various campus fund groups which include duties and responsibilities of providing daily oversight on how the funds are spent and managed. Review and monitor current campus budgets and the account operating statements. Act as manager of the IU Northwest Chart of Accounts. Exercise administrative (final) approval on various documents entered into the FIS and other University systems. Oversee the campus non-student Accounts Receivable system, Bursar function and auxiliary accounting. Serve on campus and university-wide committees.
Fiscal Officer oversight includes ensuring funds are budgeted, where appropriate, that they are spent according to fiscal policy, that funds are spent in alignment with the account purpose, that processes and controls are in place, that the account is reconciled on a monthly basis, and that either the expenditures are in conformity with the budget, or appropriate budget changes have been made to reflect a change in the original budget.
Assist the Campus Chief Financial Officer with the preparation of the annual campus budgets and year-end closing. Serve as an advisor to campus administrators and account managers in budget planning.
Provide and manage training for Account Managers and/or their designees of all IU financial systems.
Oversee the operation of Accounting, Bursar and Parking Operations.
Serve as Manager of the Chart of Accounts in the online FIS; maintain and update the Chart of Accounts.
Develop financial projections and forecasts and provide support to the RC administrators for all monthly reporting and ad-hoc reports utilizing IU systems and other tools.
Analyze campus balance sheets to ensure timely accrual entries are completed according to IU and GASB guidelines, including auxiliary operations.
Minimum Education: Bachelor’s degree, preferably in accounting, finance or business administration.
Minimum Experience: Five plus years related experience, preferably in a university business office or similar environment with strong accounting background. Required knowledge, skills, and abilities: Excellent oral and written communication skills. Strong organizational skills. Self-motivated, able to analyze and solve problems, and meet stringent deadlines. Able to deal with work-related stress. Proven orientation toward quality service. Computer skills: Excel and Word.
CPA or MBA preferred.
Ability to lift 10 pounds. Sedentary work – sitting for extended period.
