Organizational Unit Overview
Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students.  ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.

 

Finance and Personnel Administration – is the central point of contact for financial and personnel questions pertaining to the department. This unit handles the operating and personnel budgets, financial reporting, issuance and billing of mobile devices, the university switchboard, personnel actions, leave records, payroll, travel, university and departmental purchasing, university and departmental hardware and software maintenance and contracts. The mission of Finance and Personnel Administration is to provide value-added support and service to the organization and the University.

 

Job Duties
The primary purpose of this position is serving as the departmental Mobile Device Program Management subject matter expert, ITCS Human Resources Recruitment Coordinator, Kronos SuperAdmin, and the University Switchboard manager. This position functions in a high-level, in-depth procedural capacity in the following core areas of responsibility including but not limited to Mobile Device Program Management, Personnel Actions, Financial, Leave and, Payroll Management, and the University Switchboard. This position also supervises and oversees the staff and day-to-day operations of the aforementioned areas, which includes training new employees.

 

This position’s responsibilities include supporting and advising with the departmental HR processes, pay and leave polices, and various state and non-state budgets. The individual in this position is responsible for processing, tracking, follow-up and coordination of all personnel recruitment and new employee actions. Prepares and submits position change and budget forms to maintain position budgets for HR actions. This position is the departmental HR Recruitment advisor for the department supervisors for personnel actions including training new supervisors on ITCS processes and standards. This individual responds to internal and external standards and guidelines inquiries pertaining to SHRA and NF-EHRA recruitment, payroll, and leave polices. Coordinates and implements employee related programs, supervisory training, committees, and functions. Prepares and make presentations at various departmental meetings and special events. This position works independently with minimum supervision and advises departmental staff and supervisors on pay and leave rules, and recruitment matters. This position supervises the mobile device program and serves as the subject matter expert for the program. This position requires an in-depth knowledge of the university mobile device billing software and the university billing process and guidelines to oversee the processing of all monthly service bills. Utilizes Microsoft Office and other computer applications. Audits operational reports for necessary corrections and updates and maintains files and records. This position requires an in-depth knowledge of a variety of complex processes and must be able to articulate in written departmental standards.

 

Employees are required to adjust their standard work schedule to meet the requirements of their position, which includes and not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations.

 

This position has been designated by the University as critical to University operations and is considered Mandatory.

 

This position may be eligible for Flexible Work Arrangements (FWA) under the ECU FWA Policy.

 

Minimum Education/Experience
Bachelor’s degree in business administration or a related discipline; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

 

Preferred Experience, Skills, Training/Education
Experience with NC Office of Human Resources and ECU Human Resources standards, including working knowledge with the PeopleAdmin applicant tracking system, and recruitment requirements for SHRA and IT NF-EHRA positions is preferred. In-depth knowledge with the Kronos leave system, state travel policies, management of a multi-line switchboard, and the PORT purchasing system. Experience with cellular and pager services is highly desired. Excellent oral and written communication skills are strongly desired as well as the ability to work as an independent, productive, responsible, self-motivated member of a team in high-pressure situations. Proficiency in Microsoft Office. Experience with state and non-state budgets is a plus.
