serve as the Web Development and Digital Research Manager. This position reports directly to the Senior Director of Information Technology and directs a team that manages a portfolio of web properties, custom research applications, school-wide enterprise systems, and mission-critical integrations with central Penn systems. The Manager will develop, monitor, and improve policies and procedures to set customer expectations, perform project management, deploy in-house and third-party vendor web technology solutions, and identify the necessary staff skill sets/coding languages most appropriate for a given project. Last, the Manager will proactively engage faculty conducting computationally intensive research to explore, develop, and pilot new digital scholarship services.

The position requires a unique blend of hands-on technical expertise, excellent interpersonal communication and organizational skills, and strong proficiency in project management. This role is ideal for a senior-level developer or early-career manager who wants to gain greater management experience, seeks to continually grow professionally, and brings a creative, entrepreneurial, and experimental mindset to solving problems in a collegial, educational environment.

Key duties:
  • Lead, supervise, and mentor the Web Development & Digital Research team of 3 staff members
  • Provide technical, creative, and operational direction and oversight for web services, digital platforms, and enterprise systems. Ensure deadlines and expectations are met for website publishing, page load times, system uptime, and functional capabilities.
  • Experiment and build a new set of digital research support services which may include leveraging Penn's existing resources for high-performance computing and virtual compute environments; developing processes and producing pilot projects; exploring and testing emerging/modern coding languages appropriate to the project; and collaborating with Penn colleagues and beyond.
  • Lead the technical and functional analysis, design, and architecture for all incoming projects; oversee security, maintenance, installation, and optimization of systems; ensure project management for the deployment of in-house developed, vendor purchased, and external cloud solutions.
  • Maintain records for all projects and service level agreements; develop and publish standard policies and procedures for the full lifecycle of digital projects and platforms.


A bachelor's degree and 3-5 years of experience is required or equivalent combination of education and experience. An ideal candidate must possess:
  • Strong interpersonal written and verbal communication skills
  • Ability to lead/manage multiple complex projects from concept to implementation
  • Demonstrated knowledge of web development and experience building and maintaining websites and web applications. Knowledge of HTML, CSS, JavaScript, MySQL, and PHP web-based programming.
  • Experience with CMS development, specifically Drupal 7+, required.
  • Experience with data integration/API platforms
  • Experience using source-code control and task-tracking software, such as Git and Jira
  • Personnel management experience

  • Experience managing or developing digital research projects with faculty
  • Experience with Unity, Unreal, and immersive XR project development
  • Demonstrated ability using Python, Ruby, R,
  • ITIL certification
  • Project management certification
  • Experience working in higher education settings
