Organizational Unit Overview

Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students. ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and employing appropriate technology throughout the university.

Networking Services is comprised of various primary support areas including: Network Architect. Network Analysis, Unified Communications, Network Infrastructure and Network Engineering. These five distinctly structured teams deliver university networking services, asset management control and loss prevention for mission critical network services and enterprise voice communications as well as provide consulting and troubleshooting support for faculty, staff, and medical clinics at East Carolina University. The services provided by the Network Services team include but are not limited to providing support for enterprise-level, mission-critical services, and technologies such as DHCP, DNS, VPN, Firewall, ACL, VoIP phone services, voice mail, call center solutions, network management, unified communication resources, cloud storage, email security, and as well as ensuring complete and accurate accounting and reporting for assets.

The functions provided by the Network Analysis team include but are not limited to: providing support for enterprise-level, mission-critical services and technologies such as, firewall and VPN systems, intrusion detection and prevention systems, dynamic addressing and naming systems, load balancing systems, network access control systems, network monitoring, management, and reporting systems, and enterprise-level network systems or services that affect or influence the enterprise network infrastructure. Consulting with and closely supporting the Network Engineering team during network outages to provide overall analysis of network logs and utilizing advanced tools and applications.

Job Duties        

This position may be eligible for Flexible Work Arrangements (FWA) under the ECU FWA Policy.  The individual in this position functions in a high technical capacity and is responsible for the development of long-term plans within their areas. The work is highly analytical, and the position is responsible for ensuring that day-to-day administration and support of the business-class critical client-server applications needs are met. This individual is required to have in-depth technical knowledge in the following core areas of responsibility but not limited to: enterprise-level network services, firewall and VPN systems, intrusion detection and prevention systems, dynamic addressing and naming systems, load balancing systems, network access control systems, network monitoring, management, and reporting systems, and enterprise-level network systems or services that affect or influence the enterprise network infrastructure. The employee in this position is a highly skilled technical resource for other team members in the core areas of responsibility providing assistance with problems from medium to high complexity through analysis and problem resolution. This includes managing projects that have a high impact and complexity utilizing state of the art technologies. This position may also include organizing and coordinating the day-to-day work of student workers.

Employees are required to adjust their standard work schedule to meet the requirements of their position, which includes and not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations.

 Duties require On-Call responsibilities.

Minimum Education/Experience  

Bachelor’s degree and 4 years of relevant experience or equivalent combination of education and experience. 

Preferred Experience, Skills, Training/Education    

A technology-related degree with an emphasis on networking is preferred.

Networking related experience such as network design, analysis, network management, or closely related area is preferred.

The desired candidate demonstrates a strong foundation and considerable knowledge of the principles, protocols, and practices of computer networking and computer networking security, which may include but not limited to: Switches, Routers, Wireless, Firewalls, and VPNs. Experience with hands-on network engineering with Cisco infrastructure a plus.

 Knowledge and experience working with the TCP/IP protocol suite. In addition, possess knowledge in these additional areas which may include but is not limited to: Enterprise DNS services, Enterprise DHCP services, application load balancing, network access control, network monitoring, management, and reporting, intrusion detection and prevention, and network troubleshooting. CCNA and CCNP Certifications completed or renewed within the last 5 years.

Demonstrated ability to successfully manage short and long-term projects with high complexity that includes coordination with internal and external resources.

Individual possess excellent oral and written communication skills; and the ability to work as an independent, productive, responsible, self-motivated member of a team in high-pressure situations.
