Job Description Summary
Reporting to the Director of Cost Analysis (or Senior Costing Analyst), the Costing Analyst will serve as a primary support for the preparation of the Facilities and Administrative (F&A) proposal for the University of Pennsylvania including collection of space information, depreciation information for buildings and equipment, and properly classifying and allocating expenses.

The role will be responsible for collecting and organizing various University data reports to analyze and document allocation statistics for various facilities and administrative cost pools.

Knowledge or experience with various cost allocation methodologies is highly desired. Experience with databases and/or financial models preferred. Will be required to occasionally enter research lab spaces and animal facilities on campus and locations as designated by the University.

This position will be a key support for the annual Uniform Guidance Single Audit and other sponsored program audits. The Cost Analyst will communicate with external auditors as well as departmental administrators to gather requested audit support and documentation, assist with follow up questions, assist auditors in understanding Penn processes, procedures and policies and understand Penn's compliance with applicable federal Uniform Guidance regulations.

The Cost Analyst will assist the Senior Cost Analyst in the role of Central Administrator for the University's effort reporting software system and help monitor exception reports, addressing issues where identified. May participate in training users for the effort reporting system, providing user support and regularly communicating with users. The Cost Analyst will have primary oversight for the university's service center compliance. This individual will largely be responsible for monitoring service center balances on an annual basis, gathering annual survey responses from approximately 100 university service centers, review and analyze requests for new service centers (including narratives, proposed budgets and estimated revenues), review rate changes and maintain documentation for service center monitoring. The Cost Analyst will also assist in documenting cost analysis processes into standard operating procedures. Other duties as assigned.

Job Description
  • Accurately and promptly provide analysis and reporting for department which includes compiling supporting documents and reconciliation for F&A rate calculation web space data download, building & equipment depreciation, interest expenses, O&M expenses, library expenses, GA and DA administrative expenses, critical review of proposal after data entry. Provide key support for the annual Uniform Guidance Single Audit and other sponsored program audits. The Cost Analyst will clearly and promptly communicate with external auditors as well as departmental administrators to gather requested audit support and documentation, assist with follow up questions, assist auditors in understanding Penn processes, procedures and policies and understand Penn's compliance with applicable federal Uniform Guidance regulations.
  • Support the central administrator functions for the Effort Reporting system and assist with training and troubleshooting issues. Provide oversight for the University's service center compliance and responsible for monitoring service center balances on an annual basis, gathering annual survey responses from approximately 100 university service centers. Accurately review and analyze requests for new service centers (including narratives, proposed budgets and estimated revenues), review rate changes and maintain documentation for service center monitoring. download and reconcile University expenses to audited financial statements. Ensure accuracy and precision in all information presented.
  • Serve as a primary analysis and reporting support for the preparation of the Facilities and Administrative (F&A) proposal for the University of Pennsylvania including collection of space information, depreciation information for buildings and equipment, and properly classifying and allocating expenses. Responsible for collecting and organizing various University data reports to analyze and document allocation statistics for various facilities and administrative cost pools. Accurately prepare and provide various financial analysis and reports in support of the F&A proposal, review and negotiation.
  • Assist in responding to auditor's requests in support of annual sponsored program audits; Federal A133, state and city audits. Provide accurate analysis and reporting support to department and costing team. Collect and review service center budget/rate proposals and prepare financial reports as needed.
  • Other duties and responsibilities as assigned.


Qualifications:

  • Bachelor's Degree with preferred major and focus in accounting, finance or math; and minimum 3 to years of experience or equivalent combination of education and experience is required, although willing to consider applicants new to F&A rate costing.
  • Ability to manipulate and analyze large and complex data sets. Strong communication (written & verbal), interpersonal, problem solving, organizational and customer service skills.
  • Proficiency with Microsoft Office Products (Word, Excel, Teams, Powerpoint, etc.).
  • Preferred: Familiarity with University and higher education environment, including accounting, policies, procedures, operations, facilities and space policies.
  • Knowledge of federal policies under 2 CFR 200 Uniform Guidance and sponsored program administration.
  • Experience with F&A rate development software (CRIS), effort reporting software (e.g. ERS), space survey (Webspace), database experience, cost allocation exposure.
  • Knowledge of University systems including BEN, Data Warehouse and Space at Penn.
  • Well organized, flexible, and able to manage multiple challenging projects simultaneously in a fast-paced environment
  • Collaborative working style and ability to build strong relationships with people at all levels of the organization
  • Experience working with financial reporting and financial statements
  • Initiative and ability to work independently and as a member of a team
  • Ability to learn new systems quickly
  • Demonstrated ability to support a community of diverse perspectives and cultures in an inclusive environment.
