Capital Projects Finance Manager

Under the direction of the Senior Director, the Capital Projects Finance Manager serves as a member of the Financial Services team within the Division of Operations. Duties include, but are not limited to, business and fiscal support of the Division in relation to the administrative management of capital projects, including the approval process of the projects, managing capital project budgets in the Financial ERP Cloud application,  as well as maintaining all financial aspects of the project including, monitoring of budget, entering requisitions and paying all invoices. Also execute approved budget recovery strategies and efficiently achieve financial closure following project completion and fiscal year end. In addition, this position will provide collaborative management of the MAP (Maintaining Assets Plan) and provide reports to appropriate staff.  

Minimum Requirements:

  • Bachelor's degree in finance from an accredited college or university required.
     
  • Seven (7) years of capital financial management, administration, and professional experience, preferably at an institution of higher education.
     
  • Experience with core software systems such as Microsoft Office Suite (Primarily Excel), Google suite, project management application, ERP financial systems.

Preferred Requirements:

  • Expert knowledge of State of NJ and TCNJ procurement rules. Working knowledge of project bid document review process with the Office of State Comptroller (OSC)

  • Demonstrated strong problem solving and analytical skills.

  • Ability to build consensus across large, diverse stakeholder groups. Strong interpersonal and communication skills with public speaking and publication-ready writing skills required.

  • Ability to lead and develop teams.

  • Experience with software systems such as Project Management Application (TeamDynamix), Oracle Cloud ERP, Oracle PBCS.

  • Master’s degree in Business Administration or related field preferred.
