Job Description

This position reports directly to the Executive Director, ISC Shared Services - Finance and Planning and is primarily responsible for leading the effort to estimate, track and evaluate the cost of ISC's Projects, including the development of templates and preparation of project budgets and periodic financial analysis. This unique role combines the financial oversight duties of an accounting professional with the team leadership and coordination of a project manager and is responsible for conducting financial due diligence and applying accounting procedures while also gathering and analyzing data from many sources at once. The Associate Director should be able to prepare cost-benefit analyses for projects across departments while identifying areas where cash flow and revenue can be improved. The Associate Director is responsible for developing a project dashboard and performance metrics and providing support to the Project/Portfolio managers. 

Responsibilities

  • Lead organizational efforts estimating, tracking and evaluating the cost of ISC's Projects, including the development of templates and preparation of project budgets and periodic financial analysis. 
  • Present analysis and recommendations to project/program sponsors, EVP, Division of Finance, and Penn Budget, Planning and Analysis as appropriate.
  • Lead ISC Finance & Planning effort to support critical ISC strategic initiatives including, but not limited to optimization of Program/Project Financial Management processes, frameworks and effectiveness.
  • Lead the organization's continuous improvement strategies, involving optimization of Program/Project Financial Management processes, develop project dashboard and key performance metrics. 
  • Develop, implement and take ownership of schedules of Capitalized Costs for significant Projects (e.g., NGSS), and support the capital planning process.
  • Lead collaborative cross-functional effort to drive relevant and efficient financial planning and analysis that supports key business decisions.



Qualifications

A Master's Degree and 5 - 7 years or Bachelor's Degree and 7 - 10 years of experience or equivalent combination of education and experience is required. Superior communication and interpersonal skills. Ability to think critically and strategically and handle detail and complexity. Experience developing and implementing program measurements and metrics. Strong financial, analytical, project management and modeling skills required. Previous experience managing financials for large- scale, enterprise technology projects including multi-year, multi-million-dollar initiatives. Proficiency in Microsoft Excel and basic knowledge of databases and financial systems such as SAP, Oracle, Hyperion or other Enterprise Systems. Experience in higher education strongly preferred. MBA or CPA desired.
