Position Focus:
The Research Enterprise Team seeks a Manager of Information Technology to lead and manage a team of technical resources in support of University research administration goals. This role will be responsible for a portfolio that includes research administration. We are seeking an IT professional who understands higher education and research administration processes, who has proven leadership and collaboration skills, and who will bring experience and vision to addressing current and anticipated challenges and opportunities.

The IT Manager, Research Enterprise will have the following experiences, capabilities, and attributes:

Direct experience recruiting, hiring, and supervising technical staff supporting a complex and dynamic technical environment.

A demonstrated record of strong customer service skills is required. Excellent written and verbal communications skills are required. Must be able to develop and implement solutions.

Able to instruct and guide others as needed to complete operational and project tasks. Can interpret policies and procedures effectively to guide self and others. Able to initiate new activities in support of goals. Understands need to coach and develop staff on an ongoing basis. Provides effective formal feedback on staff performance.

Can communicate effectively with both technical and non-technical audiences. Can transform user input into formal requirements. Effective facilitator. Gains trust of stakeholders. Promotes effective and efficient information sharing within the IT community; desire to collaborate with peers.

Demonstrated success designing, implementing, and supporting IT solutions.

Experience working with a formal project management methodology is desirable, as well as, ITIL certification or knowledge.

Ability to support small to large scale projects and successfully work with internal and external teams. Ability to lead team members through change.

Ability to translate current and future requirements into technical roadmaps to inform and recommend improvement opportunities.

Essential Duties
1. Leads, manages, and advises a team of technical experts on all aspects of policies, practices, systems, and procedures within the department. 2. Provides managerial and technical expertise regarding the daily operations in one or more functional areas. 3. Manages and implements guidelines and systems and recommends changes to maintain consistency with the mission of department objectives. 4. Manages and works extensively with staff to develop and administer support plans. 5. Participates on project teams and act as a liaison with other institutions, campus organizations, vendors, and committees. 6. Works with all units to identify, analyze, and develop approaches that successfully meets the goals and objectives of ITS and the University as a whole. 7. Defines and tracks service metrics and work with staff to meet client needs and service standards. 8. Implements appropriate controls and quality assurance; ensures adherence to the process, consistent and efficient trouble resolution, error reduction, and continuous process improvement. 9. Manages the operating budget for their organizational unit. 10. Recruits and trains technical staff. 11. Ensures compliance and timeliness of all Federal and State regulatory requirements. 12. Manages a staff of exempt and non-exempt employees. 13. May perform other duties as assigned.

Required Education and Experience
Bachelor's Degree in a relevant technical field and six years of related technical experience or an equivalent combination of education and experience.

Required Skill/Ability 1:
Demonstrated experience supervising technical staff supporting a complex technical environment.

Required Skill/Ability 2:
Demonstrated success designing, implementing, and supporting IT services, applications and solutions.

Required Skill/Ability 3:
Ability to translate functional needs and requirements into technical plans and direction for staff.

Required Skill/Ability 4:
Excellent written and verbal communication skills with the ability to develop and implement solutions and services.

Required Skill/Ability 5:
Ability to guide others as needed to complete operational and project tasks.

Preferred Education, Experience and Skills:
Familiar with application development and support methodologies and best practices. Exp managing applications and technologies that contains sensitive data. Familiar with information security requirements and standards. Strong technical expertise and background. Familiar with Microsoft. Net Framework, SQL, testing tools, and project management exp. Higher Education experience a plus.

Preferred Licenses or Certifications:
ITIL certification or knowledge. Project Management methodologies.
