Job Description Summary
Federally funded via the United States Department of Education, Upward Bound Math Science is a college preparatory program that works to help low-income and first-generation-to-college high school students in West Philadelphia recognize and develop their potential to excel in fields related to Science, Technology, Engineering and Math (STEM). The Director of Upward Bound Math Science (UBMS) reports directly to the Vice Provost of Student Engagement, and is responsible for the administrative oversight, both operational and fiscal, of the grant program, ensuring compliance with institutional, local, and federal guidelines.

Job Description

RESPONSIBILITIES:

  • Oversee operational plan to ensure the implementation and documentation of required program participant activities, while ensuring institutional and federal compliance.
  • Hire, lead, train, and evaluate UBMS program staff (Counselor, Administrative Coordinator, work-study students, and tutors, as well as Summer Academy faculty and staff).
  • Supervise the recruitment and application process of program participants, as well as the collection and review of eligibility documentation.
  • Develop and maintain operational relationships with target school administrators and staff, as well as institutional and community partners.
  • Ensure program staff, participants and operations follow implemented risk management guidelines, including, but not limited to, data security, privacy, background checks, insurance documentation and liability waivers.
  • Assume fiduciary responsibility for the budgeting, monitoring, and spending of program funds.
  • Ensure the timely gathering, storage, analysis and reporting of data for departmental, institutional, and federal reporting.
  • Oversee and implement all required assessment and evaluation activities as required.
  • Oversee the program's parent and community advisory boards.
  • Participate in evening, weekend, overnight and summer activities as required.



QUALIFICATIONS:

  • A minimum of five years of full-time professional experience working with populations like those served by Upward Bound Math Science. Direct experience with TRiO programs preferred.
  • A bachelor's or graduate degree in a STEM related discipline required. Master's degree required, with a preference given to disciplines related to STEM, education, counseling, or the social sciences.
  • A broad comprehension of the college application and financial aid process
  • Demonstrable experience in the areas of staff supervision; budget management; program development and evaluation; reporting and compliance with federal regulations.
  • Demonstrable experience in the development of academic and counseling curricula, as well as the ability to utilize educational technology, including Virtual Learning Environments.
  • A strong ability to utilize data management technologies, such as Access and Excel, as well as other Microsoft Office applications. Ability to successfully utilize technologies required for program administration, such as Workday and Qualtrics.
  • Experience and practical knowledge of educational programs in science, technology, engineering, and mathematics (STEM).
  • Willingness to complete required background checks.
  • A strong commitment to working with the UBMS target population.
