Procurement Services, a department within the Division of Business Services, manages approximately $1 billion of spending at the University. Driven by the pillars of Penn Compact 2022 of Inclusion, Innovation, and Impact, Procurement Services offers the following core functions:
- Developing, implementing, and managing innovative procurement solutions to enable optimal process efficiency and make smart purchasing easy.
- Identifying suppliers from diverse and marginalized backgrounds with whom the University can activate mutually beneficial relationships.
- Sourcing and negotiating favorable procurement outcomes by leveraging the scale of Penn's spending to achieve best-value results.
- Managing supplier relationships to ensure that University buyers' (faculty, staff, and students) needs are met.
- Delivering positive impact in the areas of economic inclusion, environmental sustainability, and responsible supply chain management.
Reporting to the Senior Director of Strategic Sourcing & Sustainability, the Director, IT Sourcing & Contracting (Director) has primary responsibility for overseeing the categories of information technology, interactive communications, and related categories according to strategic priority.
The position currently includes two direct reports, and together the team manages contracting, project sourcing, customer support, supplier management, program management, spend analytics, and business case development/presentation. As part of this responsibility, the Director is accountable for driving measurable impact in the areas of cost containment, economic inclusion (diversity and local purchasing), and sustainability. The Director is responsible for working closely with University stakeholders to implement and manage strategic supplier solutions and relationships that leverage Penn's procurement volume while mitigating risk to the University. The Director will work collaboratively within Procurement Services, including other sourcing directors and managers, as well as the eBusiness/Procure-to-Pay team to help drive advancement of various procurement efforts. Critical to the effectiveness of the Director will be his or her ability to understand and support wide-ranging customer procurement needs, educate customers on key procurement issues and opportunities, and serve as a University authority in IT and Communications procurement.
The Director will promote a positive work environment, spirit of cooperation, and a customer-centric approach to procurement. The Director will be held to the highest standards of stewardship ensuring compliance with all related financial policies and procedures. As part of that responsibility, the Director will report all known or suspected non-compliance or irregularities to the Sr. Director of Strategic Sourcing & Sustainability, Chief Procurement Officer, and/or the Vice President of Business Services.
A Bachelor's Degree is required and at least 5 years to 7 years of progressive technology procurement/supply chain management experience or an equivalent combination of education and experience. Graduate qualifications in business or a related field desirable. Demonstrated procurement experience in the Information Technology and Communications categories, with extensive software contracting experience are critical. Experience in additional procurement categories including contingent labor, life sciences, printing, professional/support services, and facilities desirable. Advanced proficiency with procurement systems including ERP systems, eProcurement systems, and online bidding tools. Proven track record of managing enterprise-wide cost containment and revenue generation projects that produce measurable return-on-investment. Demonstrated ability to work collaboratively with a diverse group of stakeholders to execute complex technology sourcing strategies. Supervisory experience preferred. Familiarity with the higher education sector highly regarded. Knowledge of, and passion for, sustainability including economic inclusion (diversity and local purchasing) critical.
