ABOUT THE POSITION
Under the direction of the Vice President, Academic Affairs, the Dean, Academic Affairs, provides District leadership and facilitates professional activities in curriculum design and development, approval processes, scheduling, publications and records; the implementation of the enrollment management plan and facilities utilization; instructional program review; and the development, utilization and evaluation of necessary information support systems required by Academic Affairs. The position also provides complex administrative support to the Vice President, Academic Affairs.
DISTINGUISHING CHARACTERISTICSThe Dean is responsible for leadership, direction, general supervision, and evaluation of educational programs and services as assigned and will provide general staff support to the instructional programs of the college. The Dean serves as a college-wide administrative officer. The Dean provides opportunity for involvement by staff as appropriate in consideration and discussion of the development of policy, procedures, and programs. The leadership, supervision, planning, implementation, and coordination responsibilities entail working with managers, faculty, staff, students, and appropriate college committees and councils to assure that the instructional goals and delivery systems are meeting student-learning needs and are in consonance with district goals and objectives. The Dean will also work in a collaborative manner with student services on various college initiatives. In addition, the Dean functions effectively as a member of an administrative team; and works effectively with and evidences sensitivity toward persons at all levels of the college.

Duties

GENERAL RESPONSIBILITIESUnder the direction of the Vice President, Academic Affairs, the Dean, Academic Affairs, provides District leadership and facilitates professional activities in curriculum design and development, approval processes, scheduling, publications and records; the implementation of the enrollment management plan and facilities utilization; instructional program review; and the development, utilization and evaluation of necessary information support systems required by Academic Affairs. The position also provides complex administrative support to the Vice President, Academic Affairs. REPRESENTATIVE DUTIES

 

  • Develop, evaluate and maintain appropriate information support systems within Academic Affairs and between Academic Affairs and other administrative areas.
  • Articulate the needs of Academic Affairs to Instructional and Information Technology Services and keep them apprised of the implications for information systems due to changes in state reporting requirements and curriculum or instructional policy.
  • Develop and produce the schedules of classes and college catalog, and assure compliance with all legal requirements regarding the publication of instructional information.
  • Direct preparation and maintenance of all college course and program data, including submission of required reports to the California Community College system office; ensure that college curriculum data in the college catalog, course schedules, and other publications is accurate and consistent.
  • Coordinate the development and the submission of all curriculum-related reports to external agencies.
  • Provide operational curriculum oversight, accountability and leadership in the development of curriculum, its review and approval both internal to the college and in external arenas of regional consortia and state agencies.
  • Lead and facilitate instructional program review activities and serve as an administrative representative on college curriculum and program review committees.
  • Provide leadership and facilitation in the implementation of the District enrollment management plan and facilities utilization improvement efforts.
  • Provide leadership for program development and work directly with assigned departments to plan for curriculum additions, modifications, and deletions; set priorities for resource needs; provide program analysis and multi-year educational plans and participate in strategic and long-range instructional planning for the district.
  • Provide administrative leadership for, and serve as the primary administrative liaison, and oversight for specific initiatives and programs such as, but not limited to, Guided Pathways, Study Abroad, Honors and Student Learning Outcomes.
  • Assure compliance with California Education Code and the California Code of Regulations.
  • Analyze a variety of data and statistics and prepare comprehensive reports as necessary; assure submission of required reports on a timely basis.
  • Communicate with leaders in the private and public sectors and in educational agencies to determine needs for new instructional services and programs; establish advisory committees as appropriate.
  • Confer with faculty regarding ideas for program improvement to identify resources for development through grants and special projects.
  • Participate in and support the accreditation process.
  • Develop the unit budget and manage financial resources consistent with District policy and sound financial management principles.
  • Work cooperatively with other administrators and supervisors to integrate and coordinate programs and services across the curriculum and at all locations to meet student needs; resolve conflicts and issues within and between units.
  • Encourage excellence in teaching and in providing support services and program development; orient new faculty and staff; determine needs for staff development.
  • Maintain current knowledge of new developments and innovations in community colleges and higher education in general; recommend changes to maintain relevance of unit programs and to meet student and community needs.
  • Assure proper use and scheduling of assigned facilities in compliance with health and safety regulations.
  • Organize and chair meetings, lead workshops, facilitate group discussions and involve faculty and staff in idea generation, goal setting, and decision-making.
  • Make presentations as necessary to various groups with the district, community and state.
  • Provide highly responsible and complex professional assistance to the Vice President, Academic Affairs and perform other duties as assigned.

SUPERVISORY RELATIONSHIPSThis position reports to the Vice President, Academic Affairs and supervises and evaluates assigned staff.
PERSONNELResponsible for effectively recommending the hire, transfer, suspension, lay-off, promotion, assignment, discipline, training, professional development, assignment, direction and evaluation of work, and adjustment of grievances of all assigned staff; administering collective bargaining agreements, employment and promotion selection procedures, and compliance with District policies, rules and regulations regarding personnel; evaluation of the performance of assigned staff, providing direction and assistance wherever a need for improvement is identified.

Qualifications
MINIMUM QUALIFICATIONS

 

  • Possession of a master's degree, AND
  • One year of formal training, internship, or leadership experience reasonably related to the administrative assignment.

College's fundamental requisite
Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

DESIREABLE QUALIFICATIONS

 

 

  • Possession of an earned doctorate.
  • Three years of extensive and progressively responsible experience in the administration of educational programs and services or reasonably related field, in a community college or university environment.
  • At least three years teaching experience at the post-secondary level.
  • An understanding of management information systems, planning, or other systematic decision-making processes.
  • Experience with management information software such as PeopleSoft enterprise resource planning software and ability to problem solve data integrity issues and write basic queries against that information system.
  • Three years of administrative experience in the areas of leadership, organization, planning, development, staffing, budget management, evaluation, and supervision reasonably related to the administrative assignment.
  • Commitment to the philosophy and value of institutional collaborative governance based upon a genuine sharing of responsibility.

KNOWLEDGE AND ABILITIES

  • Modeling and teaching the value of diagnosing learner behavior.
  • Higher education in community colleges, including the mission of the California Community Colleges as well as knowledge of the California Education Code and the California Code of Regulations as they relate to community colleges.

  • Work independently with limited supervision.
  • Communicate effectively, both orally and in writing.

LICENSE AND/OR CERTIFICATE:
Possession of, or ability to obtain an appropriate valid California Driver's License.
