Job Description Summary
The Division of Facilities and Real Estate Services (FRES) provides the expertise, business process, policies and standards required to plan, design, construct, operate, maintain and renew the physical assets of the University, excluding the health system. In addition, the Division, comprised of approximately five Departments, is responsible for the strategic planning, management and operation of non-academic University property, and collaborating with the neighborhood to create a safe, diverse and economically vibrant destination. With close to 12M square feet of space, FRES maintains 186 buildings on a campus of 276 acres, completes over 60,000 maintenance requests per year, and starts approximately 250 projects a year. FRES is comprised of the following Departments: Administration, Office of the University Architect, Design and Construction, Real Estate, Operations and Maintenance.

The University of Pennsylvania is implementing a campus transformation entitled Penn Connects (http://www.pennconnects.upenn.edu). This comprehensive, award winning effort is expanding the campus over the next 20 years, including the construction of new academic research and recreational facilities. Job Description

Accountant B:

This position works under limited supervision to assist in the daily operation of the department. Daily operational responsibility in accounts payable functions, general ledger accounting and recording journal entries. The individual must demonstrate superior attention to detail skills and be accountable for accuracy and timely completion of purchase order entry, invoice payments, and external charge data uploads. The accountant must exhibit excellent communication and customer service skills when interacting with all vendors and staff members regarding purchase orders, allocating costs, managing Blanket Purchase Order's (BPO'S) and recording monthly journal entries. The accountant should have outstanding business writing skills required for documenting new processes and incorporating best practices as outlined in the Business Control Model and Procure to Pay initiative. A strong knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP) is required.

Responsibilities:

Review invoices to ensure proper recording of accounts payable. Respond to vendor and internal inquiries. Monitor invoice processing database reports to insure compliance with P2P initiatives.

Approve purchase order requests daily, ensuring accuracy, completeness and that appropriate back-up of 3 bids or a bid waiver are attached prior to submission to BEN. Investigate and clear exceptions of PO's not transmitted.

Administer all blanket POs, review payments monthly, analyze and complete adjustments to AiM work requests. Publish BPO financial reporting summary.

Review, research and release all invoices placed on hold. Generate and reconcile invoices entered to AiM and BEN, and complete any adjusting entries. Analyze open encumbrance report responses and complete the final close process.

Generate weekly report outlining invoice receive & disburse required to be entered in AiM.

Create and maintain various Webi reports, generate FRF Capital Renewal, Life Safety and Insurance work requests. Enter new account numbers to AiM.

Complete work order to work order transfers.

Document end to end procedures, incorporating best practices, for all work flow processes. Recommend streamlining and process improvement strategies.

Qualifications:

 

 

  • High School/GED and 5 to 7 years of experience or equivalent combination of education and experience is required.
  • Associate's degree in Accounting strongly preferred.
  • Familiarity and adherence to standard accounting principles.
  • Proficient with accounting system and spreadsheet analysis software (preferably BEN, Webi and Excel).
  • Strong knowledge of Access database software preferred.
  • Outstanding business writing skills.
  • Excellent oral communication and customer service skills.
  • Superior attention to detail.
