The University of Hawai‘i seeks a strong and experienced leader to serve as the inaugural Executive Director of its new Equity Assurance Office (EAO) which leads efforts relating to Title IX, EEO/AA and related matters. The University of Hawai‘i System comprises all public higher education for the State of Hawai‘i, with ten accredited campuses across the islands. UH Mānoa as Hawaiʻi’s public flagship research university, with a full NCAA Division I athletics program, is the largest and most complex campus of the UH System. The EAO is responsible for overall systemwide policy and procedures, training, federal reporting,and coordination of other compliance functions for the entire UH System as well as operational implementation and management of equity, diversity and compliance programs for UH Mānoa and UH System level offices.
Established as of July 2021, the EAO is one of several “hybrid” offices with UH systemwide, UH System, and UH Mānoa responsibilities. The Executive Director reports directly to the President of University of Hawai‘i and serves as advisor to the President on matters within its purview. This position is responsible for leading systemwide efforts and initiatives in collaboration with other campus EEO/AA and Title IX offices, including policy revisions, federal and State reporting, and training opportunities, as well as investigations that require coordination across campuses. This position is responsible for managing all aspects of the office to maximize equity for the employees and students of the University of Hawai‘i as it provides a fair and neutral compliance function to uphold the letter and intent behind anti-discrimination laws including Title VII, ADA, Title IX, ADA, VAWA, Clery Act, related State laws and regulations, including Act 208, Session Laws 2016, and related internal University policies and procedures, including Executive Policies 1.202 and 1.204. As a hybrid position, the Executive Director is a member of the Mānoa Provost Council and other relevant UH System and UH Mānoa working groups and committees.
The EAO is specifically responsible for the management and operations of the UH Mānoa Campus and UH System Offices that assure equal opportunity, affirmative action, disability, and Title IX compliance programs including serving as the designated office to implement supportive measures and manage all aspects of formal cases for UH Mānoa and System offices. The Executive Director serves as University liaison to State and federal agencies and statewide commissions and advisory bodies, and responds to external complaints, including formal matters undertaken by the U.S. Department of Education Office of Civil Rights.
Within the EAO, the Director supervises the Education, Outreach & Compliance group and the Case Management group, working with diverse stakeholders on initiatives that advance equity across UH.
The successful candidate will have a deep understanding of the higher education compliance landscape and emerging issues, thoughtful strategies and initiatives to sustain systemwide and campus compliance. The successful candidate will also have a proven record of success in leading and managing comparable functions in a highly complex and dynamic environment.
