Vice President, Finance and Operations

Clatsop Community College, a public, two-year institution, located in Astoria, Oregon, serving students and communities in northwest Oregon and southwest Washington, is seeking an enthusiastic, motivated leader to serve as its Vice President of Finance and Operations.

Assignment: This is a full-time administrative position.

Job Summary

Under the direction of the President, The Vice President for Finance and Operations has the overall responsibility and authority for controlling and reporting on the business and financial activities of the college. Develops and implements the business and financial control policies, processes, and procedures for the college and manages overall business and accounting functions, budgeting and reporting, auditing, purchasing, procurement, contracting, grants, property, document control and records management to programs/departments. The Vice President for Finance and Operations participates in planning at the strategic level and coordinates the development of a business plan and a budget that enable the strategic goals and objectives of the college and establishes the controls necessary to manage the business plan and oversee budget expenditures effectively and efficiently. Serves as a member of the President’s Cabinet and performs all functions and activities within the guidelines and philosophy set forth in Clatsop Community College’s mission, vision, and strategic plan. 


Essential Functions

Participates and plays a critical role in special projects identified by the President, such as facility master planning.

Effectively manages and oversees the Finance and Operations key institutional departments: Business Services, and Physical Plant.

Prepares annual budget for the College, participates in determining priorities, makes recommendations, monitors budget status and approves expenditures to ensure the availability and appropriate allocation of resources.

Responds effectively and efficiently to priorities established by the President for the optimum functioning of the Finance and Operations Division.

Serves on the President’s Cabinet and provides consultation and advice concerning Finance and Operations to the President, other Cabinet members, the Board of Directors and other managers and staff as needed.  May represent the college in the President’s absence.

Actively participates in long and short range planning for the College and the Finance and Operations Division, including development projections, alternatives, audit coordination, effective use of technology resource development and compliance with governmental regulations.

Supervises the performance of subordinate directors and supervisors, providing work direction, review, performance evaluation, hiring and termination recommendations.

Actively participates in functions within the Finance and Operations Division, such as risk management, purchasing, accounting, grant writing and administration, contracting, payroll, auxiliary enterprises, campus safety, physical plant, and construction management to ensure optimum functioning of the Division.

Proactively communicates with Finance and Operations managers and staff about information important to the Division’s optimal functioning.

Develops effective approaches to communication, organization, advocacy, prioritization, goal setting and resource allocation in order to insure high staff morale and productivity.

Consults and advises other department managers concerning services provided by Finance and Operations.

Represents the College effectively in various public and representational forums, locally and statewide, such as groups of other college administrators, community organizations, board of directors and professional organizations.

Performs other duties of a similar nature or level or as assigned by the President.

Nature and Scope of Position

This position serves as a member of the President’s Cabinet, which functions as a cohesive work team that oversees College operations. This position has administrative oversight and supervision over Finance and Operations. Has major decision-making authority, often guided by Board policy or Presidential direction. Position is empowered to commit the College to significant expenditures, and contractual commitments. Errors in judgement could have severe impacts on College business and reputation.

Required Qualifications

Master’s degree in Accounting, Business Administration or a related field, or a bachelor’s degree in a similar field AND a CPA certification and 7 years of administrative experience in an educational institution, including responsibility for fiscal control and other general management functions.

Minimum of seven (7) years of progressively responsible and relevant finance/administrative leadership experience.

Preferred Qualifications

Demonstrated knowledge of principles and standards of fund accounting for public colleges and universities, as defined by AICPA and GASB.

Experience working in higher education.

CPA certification.

Demonstrated knowledge of concepts, methods, and practices of public administration, including accounting, contracting, grants, payroll, and risk management.

Knowledge of relevant governmental rules and regulations, with the ability to interpret policies and accounting guidance.

Demonstrated effective management, leadership, and organization.

Excellent communication skills, including written, verbal, and presentation formats; ability to resolve conflict in a timely and positive manner.

Demonstrated ability to manage multiple programs concurrently.

Demonstrated skills in procedures and processes for development and administration of budgets.

Skills in using a team approach to problem solving.

Skills in developing operational procedures and standards.

Skills in analyzing source data and use results to aid in decision making.

Ability to produce, educate and present financial data to groups or individuals.

Working knowledge of accounting software; ERP systems, payroll systems; Microsoft Office Suite, with strong excel skills.
