The Smarter Balanced Assessment Consortium (SBAC) is a public agency supported by 15 members (13 states, one territory and the Bureau of Indian Education). Through the work of thousands of educators, Smarter Balanced created an online assessment system aligned to the Common Core State Standards (CCSS), as well as tools for educators to improve teaching and learning. Smarter Balanced is housed at the University of California Santa Cruz (UCSC) Silicon Valley Extension.

Position Summary

The Human Resource (HR) Strategy and Training Advisor, reporting to the Executive Director, is responsible for managing, strategizing and implementing all HR related matters for Smarter Balanced which is administered by UCSC Extension Division. Under directions of the Executive Director, the incumbent closely works and coordinates with the Division's Chief of Staff who has the delegated authority of all HR related actions for the whole division. Coordinates with UCSC Staff Human Resource (SHR) units, uses advanced professional HR concepts to provide guidance to all levels within the SBAC staff, utilizes specialized HR expertise to resolve highly complex issues. Proactively identifies potential issues and determines best practices that would serve as pragmatic solutions. Establishes formal and informal training opportunities for the organization that address UC requirements, the strategic needs of the organization, and serves to improve the capacity of the organization to support a diverse and inclusive workforce. Supports managers in creating job descriptions, staff hiring, staff performance evaluations, and in establishing training plans for individuals that address critical gaps in observed performance.  Supports reorganizations, classification reviews, and substantial work allocation decisions as part of strategic organizational decision making.  Directs a periodic equity review of salaries and classifications consistent with UCSC procedures. May serve in a lead capacity, providing guidance to other human resources professionals.

Salary Information:  $90,000 - $120,000 / Annually.  Salary commensurate with skills, qualifications and experience.

Job Duties
40% - Analysis and Operations    

In consultation and coordination with the Division's Chief of Staff:

Reviews resumes and applications and participates in interviews of applicants for senior level positions.

When needed, leads creation of individual staff improvement plans, including communication. Conducts difficult termination interviews, providing feedback to management, and recommending changes to department practices as appropriate.

Coordinates with the Division's Chief of Staff, UCSC SHR and Smarter Balanced staff to create practices, train staff, and monitor progress of performance management and other activities that promote a healthy work environment for Smarter Balanced staff.

Facilitates the Smarter Balanced staff process associated with salary equity or reclassification requests.

Conducts highly complex and varied analyses of issues or concepts and develops resulting recommendations employing political acumen and integrating information to determine appropriate courses of action and their implications.

Develops multi project timelines to assure adequate resourcing, negotiate timing, and deliverables.

Coordinates, monitors, and analyzes the activities of individuals and multiple groups to meet timelines and deliverables. Monitors project status and issues and keeps management, consultants, and others informed, ensuring that commitments to deliver specific work products are met and communicating when project slippage may occur.

Formulates and manages the logistics, agenda development, and communications for committees.

30% - Counsel and Support     

In collaboration with UCSC SHR and the Division's Chief of Staff:

Applies advanced HR concepts to draft recommendations to managers on HR issues, employee and labor policies, procedures, and appropriate practices.

Counsels employees concerning sensitive and difficult to resolve work-related problems and recommends to senior management systemic remedies such as training, and / or changes to organizational practices and procedures.

Provides support, in administering policies and programs in the areas of employment, labor relations, wage and salary administration, training, and other areas of HR.

As a technical leader, provides guidance to managers and supervisors on compensation programs, personnel policies and procedures.

30% - Policy and Strategy Development    

Works with client groups on highly complex re-organizations and staffing objectives to assist in meeting business objectives.

Regularly serves on the Smarter Balanced diversity committee and liaison with campus HR committees and resources to counsel Smarter Balanced on new HR initiatives and to help determine appropriate organization HR strategies, policies, and practices.

Represents Smarter Balanced at most UCSC HR meetings acting as key liaison for Smarter Balanced executive leadership and actively fosters a strong working relationship between Smarter Balanced and UCSC.

Understands and helps address staffing needs related to K-12 education policy market shifts as well as Smarter Balanced technology, processes and offerings.

Required Qualifications

 

 

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Possesses advanced analytical skills to identify multi-level needs and develop recommendations, demonstrating organization and problem-solving skills within a diverse and multicultural organization.
  • Demonstrated advanced knowledge of organizational policies and procedures; advanced knowledge of functional area and understands how work affects other areas in Human Resources and the organization.
  • Advanced knowledge of human resources concepts, policies and procedures including employment practices, labor relations, salary administration, training and other areas of human resources as well as organizational initiatives relating to and / or affecting diversity, equity, and inclusion.
  • Advanced interpersonal and verbal communication skills to present complex information.
  • Advanced written communication skills.
  • Demonstrated ability to handle extremely difficult or volatile situations / individuals effectively. 
  • Strong analytical, active listening, and critical thinking skills.
  • Demonstrated capacity to improve the inclusiveness of a workplace environment and to institute strategies to improve workplace satisfaction.
