The Associate Administrator manages one or more College administrative functions. He/she develops, implements, and assesses programs and services to produce high-quality results and meet strategic goals. He/she also coordinates activities among different units, and with areas outside the College, and may oversee staff, budget, operations, and facilities.
Reporting to the Vice President for Administration, the Executive Director of Human Resources, is responsible for serving as the Chief Human Resources Officer for LaGuardia's full and part-time faculty and staff. A senior member of the Division of Administration and a member of the President's Cabinet, the Executive Director will work closely with the President, the Provost, Vice Presidents, the Legal Counsel & Labor Relations Director and the Chief Diversity Officer.
The Executive Director plays a key role in defining the college's talent needs and conducts strategic analyses of current and future workforce/human resources needs. S/he will ensure the college is able to attract & retain a large, diverse interactional work force through a combination of recruitment, professional development and "grow your own" strategies.
The Executive Director, is responsible for creative use of programs to orient, provide professional development, facilitate access to benefits and develops communication that strengthens the connection between and among faculty and staff.
The college seeks to use HR as an active participant in the creation of a coherent community, committed to working together to achieve the college's educational mission and purpose. The Executive Director of HR is the primary architect of policies and procedures that ensures that the college is an environment where an individual's career matches their aspirations. S/he will have full responsibility for overseeing and directing all workforce matters pertaining to LaGuardia's faculty and staff including, but not limited to, Recruitment, Employment, Staff Development and Training, Employee Relations, Benefits, Time and Leave, Information Systems, Performance Management, Merit Recognition, Change Management, Strategic Planning, Succession Planning and Compliance with all applicable Federal, State and Local employment laws, Board of Trustee By-Laws, CUNY Personnel Rules and Regulations and all applicable Collective Bargaining Agreements.
The Executive Director will also have full responsibility to:
- Lead the HR Department in planning and achieving strategic HR goals and objectives and prioritize them consistent with the mission and vision of the College.
- Provide leadership in an effort to enhance HR services by creating, writing, and institutionalizing College-wide policies, procedures, and practices and communicating them effectively to the College community.
- Be innovative and implement best practices to align HR with organizational goals and objectives.
- Direct the preparation of disciplinary charges and specifications for classified staff and represent the College as the President's designee and/or Hearing Officer in classified staff Step 1 disciplinary actions and grievances.
- Liaise with the College's Legal Counsel & Labor Relations Director, Chief Diversity Officer and confer with the President, Vice Presidents, Deans, Directors and Department Chairs on personnel and labor relations matters and all efforts to encourage diversity, equal opportunity, and the fair and impartial treatment of all College employees.
- Enhance communication throughout the College by overseeing the updating of the HR website, employee handbooks and developing metrics to ensure that communication efforts are effective.
- Assist the President and the Vice President for Administration with special assignments.
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience. Additional qualifications are defined below by the College.
A Baccalaureate Degree in related field and ten (10) years of progressively responsible experience in HR required. Master's Degree in HR preferred. Candidate must have at least five (5) years of leadership experience. Must demonstrate excellent leadership, customer service and interpersonal skills. Strong investigatory skills and good communication skills (written and verbal) is required and the ability to resolve inquiries and complaints from employees, customers and regulatory agencies. The ability to work in a multicultural environment and experience in the public sector is required, and understanding of CUNY and the role of public higher education highly desirable. Must possess excellent knowledge of Microsoft Suite - Word, Excel, Access and PowerPoint.
