Director Of Budget & Financial Planning

The Director of Budgets and Financial Planning reports to the Vice Chancellor of Finance and Administration and serves as the Chief Budget Officer for the University. The Budget office is responsible for the management and oversight of state appropriations, tuition and fees, facilities and administrative revenue, and trust funds.
 

Serves as the Chief Budget Officer. Is responsible for the development and execution of the University's resources; provides support to campus stakeholders through training, report preparation, data analysis and policy development; responsible for understanding and interpreting the North Carolina Statutes, proposed legislative actions and legislation, and UNC and state rules and regulations including (North Carolina Executive Budget Manual, University of North Carolina Policy Manual, and UNCP rules and regulations) which provide structure and governance over the use of the University's resources; maintain a culture of service to campus and continuous improvement and take a leadership role in finding ways to address the financial management challenges on campus whether through improved processes originating in the Budget Office, initiating requests for system enhancements, or improving communications; direct the budgeting, accounting, expending, and reporting of all Capital Improvement expenditures; direct and monitor the Position Control budget to ensure the availability of funds for all budgeted positions, maintain adequate salary reserves, and assure the proper use of lapsed salaries and benefits funds; regularly assess the financial viability of the Auxiliary Programs and Services; and prepare financial forecasts and projections based on enrollment projections, cost scenarios, and economic assumptions. All other duties related to University compliance.

This position is designated as Mandatory Personnel: Employees whose presence has been determined to be mandatory to University operations during certain types of adverse weather or emergency events.



Minimum Training and Experience Requirements:

Master's Degree or equivalent education and experience of a baccalaureate degree, minimum of four years' experience in a university settings or equivalent. Position requires a strong financial systems background with a proven proficiency with financial reporting, data management systems, and standard desktop software packages. Position requires a demonstrated working knowledge of NACUBO (the National Association of College and University Business Officers), General Accounting Standards Board's (GASB) and the Financial Standards Boards (FASB) general accounting. Requires a proven ability to develop budget polices and priorities with established guidelines, manage, and evaluate budgeting projects. Excellent oral and written communication skills are required as well as the ability to work in a cooperative fashion with peers, subordinates, and administrative leadership.

Management Preferences:

Masters degree or equivalent in Accounting, Finance, or business related field or Certified Public Accountant certification is strongly preferred. Experience directing a staff of professional employees is also preferred.
