Job Description Summary
Reporting to the Director of the Penn Veterans Upward Bound (VUB) program, under limited supervision, the VUB Program Manager provides administrative, communications, operations, event planning, service documentation, and other programmatic support to Veterans Upward Bound staff, participants, and visitors by handling a variety of administrative tasks to ensure that all administrative functions are completed in a timely manner and documented in program and participant files. The ability to multitask, while maintaining complex schedules and managing administrative support, is essential in this position.

Job Description

Duties:
  • Maintains accurate and up-to-date student files in both the Access database virtual platform and hardcopy filing system and for all administrative and financial transactions. Interfaces with VPSE core staff and outside vendors. Acts as a liaison with other Penn departments and internal partners on financial and administrative matters.
  • Oversees the production and placement of program communications including print and digital media with a specific emphasis on the use of various virtual meeting, educational, and communication platforms such as Zoom, Bluejeans, Google Meet, MS Teams, Canvas, Google Classroom, and the VPSE website. Communicates weekly with participants to share and document participant receipt of pertinent information.
  • Manages the VUB office, including answering phones, scheduling appointments (virtually and in-person), responding to inquiries from callers and visitors regarding Veterans Upward Bound admissions process, activities, policies, and procedures, and the supervision of part-time staff. Maintains an inventory of office supplies and promotional incentives, and orders supplies as needed and recommends ways for the continuous improvement of high-quality operations.
  • Coordinates and arranges program college access, cultural, recreational, and social activities, including but not limited to tours, career exploration and cultural activities.
  • Develops promotional and informative materials to post on Veteran Upward Bound's social media platforms and program website. Responsible for building and maintaining participant engagement on designated social media outlets including Instagram and Facebook and updates Veterans Upward Bound fliers and electronic newsletter.
  • Creates purchase requisitions, recording expenditures, processing all documentation including but not limited to invoices and reconciling all unpaid requisition before the end of each fiscal year as well as other related bookkeeping activities as directed.
  • Assists with completing annual reports for VPSE, the department, and DOE.
  • Performs other duties as assigned.


Qualifications:

A minimum of three years of administrative support experience is required. Advanced technical knowledge of social media and digital educational platforms. Highly proficient with content creation for various virtual meeting and communication platforms such as Zoom, Bluejeans, Google Meet, and MS Teams. Strong interpersonal, written, and oral communication skills required. Strong organizational skills. Highly accountable for goals and delivers results. Demonstrates ethical conduct at all times. Strong commitment to cultural and socioeconomic diversity. Excellent knowledge of MS office suite. Demonstrates high cognitive functions. Ability to make executive decisions within the scope of job responsibilities. Ability to work independently as well as on a team. Demonstrated ability to handle large volumes of work and competing priorities accurately. Must be detail oriented.

Preferred Qualifications:

Bachelor's degree or equivalent preferred.
