Dean for the College of Operational Programs

The President, U.S. Naval War College invites applications for the position of Dean of the College of Operational Programs. The Institution: The U.S. Naval War College (NWC) is a Professional Military Education (PME) institution serving the nation, the Department of Defense and the U.S. Navy. It is accredited by the New England Association of Schools and Colleges to grant master's degrees in National Security and Strategic Studies and Defense and Strategic Studies. The College's core missions are: to educate and develop future leaders; help define the future Navy and its roles and responsibilities; support combat readiness; strengthen global maritime partnerships; promote ethics and leadership throughout the force; contribute knowledge to shape effective decisions through our Maritime History Center; and provide expertise and advice to the international community through the Stockton Center for the Study of International Law. In the words of the founder Admiral Stephen B. Luce, the College is "a place of original research on all questions relating to war and to statesmanship connected with war, or the prevention war." College of Operational Programs: The College of Operational Programs is a recognized resources for maritime Operational Level of War (OLW) expertise and assistance throughout the U.S. Navy. The College of Operational Program's primary mission is to provide maritime operational level education and assistance at the U.S. Naval War College and in the Fleet, in order to improve the ability of Fleet Commanders and their staffs to command and control Navy, naval, joint and combined forces. This is accomplished through the various Operational Level of War Program (OLP) courses. They included: the Maritime Operational Planners Course (MOPC), Maritime Staff Operators Course (MSOC), Flag Officer's Courses (JFMCC/CFMCC), and the Executive Level Operational Level of War Course (ELOC). The College of Operational Programs also provides Assist and Assess Team who partner with Fleet commanders to provide education and assistance, develop emerging doctrine, and provide on-site support during major exercises to improve Navy OLW proficiency and support the evolution of maritime command and control. Duties and Responsibilities: The Dean is responsible for planning and directing operations for the College of Operational Programs at the NWC. The Dean will focus on three main areas: managing the execution of the NWC's maritime operational level of war courses that directly support education of Fleet Maritime Operation Center (MOC) staff and commanders; mentoring and interacting with various fleet headquarters and their commanders to develop operational expertise in command and control in support of combat readiness through advancing individual and organizational readiness at fleet and task force headquarters; and overseeing the execution of various programs which partner with universities and other organizations to advance the U.S. Navy's effectiveness in specific areas. The Dean is also responsible for the management of the College of Operational Program's budget and resources. Required Qualifications and Competencies: The President seeks candidates who are successful, proven leaders in Naval Operations at sea and in leader development with accomplishments that merit an appointment as a Full Professor at the U.S. Naval War College. An advanced degree is required. The successful candidate must demonstrate an in-depth understanding and knowledge of current and future strategic and operational challenges facing Navy leadership in the international and regional security environments. The successful candidate should possess substantial tactical/operational experience including Command at sea; demonstrated leadership and organizational development to enhance the force of the future; experience in the maritime domain impacting the Department of Defense and global partners; and experience in tactical/technical leadership education and training for military and civilian professionals. Demonstrated experience serving in leadership positions in complex organizations to include resource and personnel management is required along with an understanding of the unique niche the College occupies for the Navy and the Department of Defense. The ideal candidate will have strong interpersonal and team building skills and a commitment to diversity. Candidates must be U.S. citizens and capable of obtaining and maintaining a Top Secret/SCI security clearance. The selected candidate will be subject to a pre-employment drug test screening and to random testing thereafter. Appointment and Compensation: This appointment is governed by provisions of 10 U.S.C. 7478 as delegated by the Secretary of the Navy, and the regulations which apply to "excepted" appointments under Schedule A. For the successful candidate, the initial term appointment is expected to be four (4) years with provisions for renewal dependent on level of performance. Salary is dependent on level of experience and is governed by the Department of the Navy's Faculty Salary Schedule. A federal employee fringe benefit package is available.
