Job Description Summary
The Associate Director will serve as a member of the Executive Director of Finance and Treasury senior leadership team and will lead/ develop strategic financial analyses for University-wide decision support. The position will be engaged in a senior role with internal constituents across the EVP Division and the University, as well as external constituents including auditors, investment banks and rating agencies. The position will have a critical role in the developing and managing the University's long term financial models, strategic financial analyses across Schools/ Centers, resource planning and proforma development. The position will provide the most senior support for the University on various issues that has an impact on its financial resources and potential. 

In partnership with the Executive Director, the Associate Director will be a leading member of the Penn team on its $1.9 billion debt portfolio (FY21) related decisions and will lead Debt Subcommittee and rating agency presentations and analyses, as well as its working capital portfolio of $3.3 billion (FY21). Debt oversight includes keeping abreast of current market changes, managing credit agency relationships, analyzing and evaluating debt financing and refinancing options, monitoring and balancing the asset and liability allocation and communicating with the Budget and Finance Committee and the Debt Subcommittee. The working capital portfolio includes a 3-tiered investment structure for maintaining short, intermediate, and long-term liquidity for the University in compliance with stated investment policies. 

The Associate Director will participate in various capital project related discussions across the University and is responsible for delivery of a comprehensive liquidity analysis for EVP and VP of Finance that will enable decision support for capital funding decisions of the Central Bank of the University. This position will drive continued process improvement and modernization of financial analyses and will be expected to stay ahead of the most strategic issues shaping the financial health of the higher education industry and think proactively to leverage opportunities and mitigate downside impact.

Job Description

Debt Portfolio Management including Capital Market Access Planning/Bond Financings: The University has a $1.9 billion external debt portfolio and a $4.6 billion Consolidated University debt portfolio. The Associate Director will be a key member of the external debt management team and in partnership with the Executive Director will monitor movements and trends in the financial markets to ensure that Penn is able to execute opportunities that can result in optimization of its working capital. This effort also involves ensuring that Penn is compliant in all areas that allows the University to issue tax-exempt bonds and Penn is adhering to its obligations towards its bond holders. The Associate Director will work with UPHS on their bond offering and play a strategic role in the rating agency relationships for both the University and UPHS credit ratings and disclosure requirements (bond documents, EMMA submissions, etc.)

Budget & Finance Trustees Committee: The Associate Director will oversee and coordinate all matters as they relate to the Budget and Finance Committee meetings. This involves but are not limited to:

  • Preparation of quarterly financial and long-term trends presentations and innovating how we delivery financial and operating information to effectively engage decision makers
  • Proactively producing analyses and data points that will assist the VP of Finance in the preparations for Trustees meetings
  • Engage with internal counsel/OGC, external counsel, Facilities/FRES, Health System and various parties throughout Penn on resolutions for capital projects, contracts, debt, etc. requiring Trustee approval
  • Facilitate communications between EVP and VP of Finance with Deans and VPs on school and center focused presentations



Central Bank/Org 4: The Central Bank of the University has $5.1 billion of assets and $3.9 billion of liabilities which nets to net assets of $1.2 billion. The Associate Director will oversee the monitoring and analysis of these assets and liabilities and produce financial statements, budgets and forecasts to enable Penn to optimize its usage of assets and debt and deploy capital that will have the greatest impact on Penn's mission.

Analyst Program: The Associate Director will be a critical strategic partner in the Analyst Program within Finance and Treasury (currently there are 3 Financial Analysts in this program). The AD will hire, onboard, supervise, evaluate and continuously train current and new financial analyst(s) to assist and prepare them for their next stage in professional development. The AD will also explore ways to improve and expand the Analyst Program beyond the Finance and Treasury Department to other departments within DoF and beyond DoF.

DoF/Penn Committees and Working Groups: The Associate Director will also commit to being an active leading member in various Division of Finance and Penn Committees and Working Groups as the opportunities arise. Current examples of committee work will involve (1) Data Delivery Committee; (2) Risk Committee and (3) Racial, Justice and Inclusion Working Group.

Special projects/other duties as assigned: This is also an essential part of the position. The nature of the Finance & Treasury Department requires team members to pivot efforts when needed as financial circumstances and opportunities may dictate that we refocus our efforts.

Qualifications:
 

  • Bachelor's Degree or equivalent and related work experience; major in Finance or Business preferred with 5-7 years of related experience.
  • Demonstrated experience providing leadership and oversight around Capital Market Access Planning/Bond Financings, quarterly financial and long-term trends presentations within a University setting or other entity is preferred.
  • Ideal candidate will have advanced skills with financial analysis and full proficiency in various software tools related to analysis and reporting.
  • Certified Treasury Professional (CTP) certification offered through the Association of Financial Professionals preferred.
  • Impeccable analysis, presentation and excellent customer service skills.
  • Excellent written and oral communication skills.
  • Ability to work effectively as team member in a fast-paced, deadline driven environment with multiple projects and priorities.
  • Demonstrated ability to work effectively with diverse decentralized customers and constituents.
  • Working knowledge of office productivity tools (e.g. FreshDesk, Microsoft Office, Salesforce, Business Objects).
  • Strong risk analysis and problem solving skills in business, higher education and regulatory environments.
  • Strong organizational skills; ability to manage multiple responsibilities at one time.
  • Demonstrated ability to be detail-oriented and accurate. 
  • Able to handle multiple tasks simultaneously. 
  • Demonstrated organizational and prioritization skills, along with the ability to work within tight and often conflicting deadlines.
  • Must be flexible, show effective judgement, discretion and have the ability to handle confidential financial matters.
  • Work effectively in a highly matrixed and decentralized environment with the ability to navigate through ambiguity and demonstrate appreciation and support for diversity, inclusion and belonging in a constantly evolving academic/higher education environment.
