The Smarter Balanced Assessment Consortium (SBAC) is a public agency supported by 15 members (13 states, one territory and the Bureau of Indian Education). Through the work of thousands of educators, Smarter Balanced created an online assessment system aligned to the Common Core State Standards (CCSS), as well as tools for educators to improve teaching and learning. Smarter Balanced is housed at the University of California Santa Cruz (UCSC) Silicon Valley Extension.

We involve experienced educators, researchers, state and local policymakers, and community groups working together in a transparent and consensus-driven process.

Systems Design identifies, prioritizes and manages changes and improvements to the Smarter Balanced assessment system while helping to ensure that the formative, interim, and summative components of the system are aligned. Systems Design develops a strategic vision and leads psychometric analyses and research in support of the technical quality of the assessment system.

Position Summary

The Research Data Analyst performs adaptation of mathematical statistical models, cleans, manages, and transforms large-scale datasets; applies advanced statistical software for data analysis; generates and reports findings; investigates and implements computer-based solutions for quantitative and qualitative data capture, management, analysis and reporting; and conducts work in support of cyclical psychometric tasks and technical reports. In general, the Research Data Analyst employs capabilities as a highly-skilled, experienced research professional with a full understanding of in-depth statistical analyses and / or research software programming techniques. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

Pay, Benefits, & Work Schedule
Salary Information:  $74,000 - $97,000 / Annually.  Salary commensurate with skills, qualifications and experience.

Job Duties
70% - Operational Support and Systems development    

Gathers, analyzes, prepares and summarizes the collection of information.  Analyzes trends and recommends approaches based on data sources and uses.

Prepares reports of studies for internal validation and cross validation studies. Analyzes the interrelationships of data and defines logical aspects of data sets.

Organizes, transforms and collects data to support psychometric analyses and in support of informed decision-making regarding items, item pools and student responses to items.

Develops code and systems that supports long-term analyses. 

Prepares presentations, research and grant proposals. Designs survey instruments. Determines sample and sampling approaches as necessary. Prepares data for presentations and proposals.

25% - Process Improvement
    
Documents code with embedded comments and externally in support of quality controls and collaboration with other staff.

Enhances code in support of automation, greater quality, reduced manual efforts and to reduce redundancies,

Keeps abreast of technical advances in storage, documentation and dissemination of computerized data.

Documents and maintains documentation regarding standard operating procedures.

5% - Team Building / Support    

May supervise data entry, database management and research analysis of students, support staff and / or lower level analysts.

Participates in development and implementation of data security policies and procedures.

Required Qualifications

 

 

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Thorough skills associated with data analysis, validation and systems programming working with large data files in various storage systems.
  • Significant experience developing results using well organized code assets that are reusable and adhere to team standards.
  • Demonstrated skills to communicate complex information in a clear and concise manner both verbally and in writing.
  • Demonstrated experience using R or SAS to manage and transform very large datasets in an operational environment.
  • Skills in project management.
  • Demonstrated research skills that enable development of solutions and / or proposals to leadership along with projected improvements / savings / benefits.
